Two key projects in Hanoi: Aiming to create a 'miracle on the Red River'.

(Chinhphu.vn) - The investment project to build the Red River Landscape Boulevard and the project to build the Olympic Sports Urban Area in the South of Hanoi are two projects of special importance contributing to the development of the Capital, the Red River Delta region and the whole country, aiming to create a "Red River miracle".

On the morning of December 13th, the Executive Committee of the Hanoi City Party Committee, 18th term, held its third meeting (a thematic meeting) to consider and give opinions on two issues: the investment policy for the construction project of the Olympic Sports Urban Area in the south of Hanoi and the investment project for the construction of the Red River Landscape Boulevard.

The conference was attended by Politburo member and Secretary of the Hanoi Party Committee Nguyen Duy Ngoc; Chairman of the Hanoi People's Committee Vu Dai Thang; Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong; Chairwoman of the Hanoi People's Council Phung Thi Hong Ha; Deputy Secretary of the Hanoi Party Committee Nguyen Trong Dong…

In his opening remarks at the conference, Hanoi Party Secretary Nguyen Duy Ngoc stated that, based on the overall work program for the entire term, the 18th Hanoi Party Committee, for the 2025-2030 term, organized this thematic conference in the context of the entire Party Committee urgently disseminating and implementing the Resolution of the 18th Hanoi Party Congress, the strategic resolutions of the Politburo, and the directives of General Secretary To Lam at the Congress, in conjunction with perfecting the institutional framework and planning for the development of the Capital City with a 100-year vision.

The City Party Committee Executive Board meeting discussed and provided feedback on the following issues: the investment policy for the construction of the Olympic Sports Urban Area in the southern part of Hanoi; and the investment policy for the construction of the Red River Scenic Boulevard.

These two projects are of particular importance, contributing to the development of the capital city, the Red River Delta region, and the entire country, aiming to create a "Red River Miracle"; serving the goal of achieving a GRDP growth rate of 11% or higher in 2026 and throughout the 2026-2030 term.

According to the Secretary of the Hanoi Party Committee, these two projects will create a new image for Hanoi, the capital city, embodying "Culture - Identity - Creativity," transforming it into a creative, green, smart, and globally connected metropolis.

Following the Politburo's approval of the policy, on December 12, 2025, at its 10th session, the 15th National Assembly passed Resolution No. 258/2025/QH15 on piloting a number of specific mechanisms and policies to implement large and important projects in the capital city.

Construction on both projects is scheduled to begin on December 19, 2025.

These are crucial political and legal foundations for Hanoi to realize its vision and aspirations for developing the capital city in the new era.

It is expected that, after approval by the City Party Committee and the City People's Council, the two projects will commence construction on December 19, 2025, with the goal of being inaugurated on the occasion of the 100th anniversary of the founding of the Party (February 3, 2030).

Hanoi Party Secretary Nguyen Duy Ngoc requested that members of the City Party Committee focus their intellect and demonstrate a high sense of responsibility to the Party and the people of the capital city by speaking up and giving opinions on documents submitted to the Executive Committee.

At the same time, expressing our agreement and determination to overcome all difficulties and challenges, we will work together with the Standing Committee and the Executive Committee of the City Party Committee to successfully lead and implement these strategic driving projects, contributing to the successful implementation of the Resolution of the 18th City Party Congress, and making a worthy contribution to the nation's new era. With that spirit, I declare the opening of the Special Conference of the Executive Committee of the City Party Committee, 18th term.
