In accordance with Government Decree No. 107/2022/ND-CP on the pilot transfer of emission reduction results and financial management of greenhouse gas emission reduction payments (ERPA) in the North Central region, for the period 2023-2025, the total area of ​​natural forests in Quang Tri province eligible for greenhouse gas emission reduction payments is nearly 600,000 hectares.

Accordingly, as of November 30, 2025, the Quang Tri Provincial Forest Protection and Development Fund received nearly 365 billion VND from the Central Fund and bank interest, and has disbursed nearly 343 billion VND, reaching almost 94%. Of this, the disbursement rate for management expenses exceeding 10 billion VND reached nearly 43%; while the disbursement rate for expenses to beneficiaries exceeding 332 billion VND reached nearly 98%.

Funding received from the ERPA has contributed to improving the effectiveness of forest protection and development for over 120 forest owners (organizations); improving livelihoods for nearly 12,000 households; raising awareness of forest resource protection, ensuring environmental safety and social welfare; and maintaining the forest cover rate in the province at over 61%.

However, after three years of pilot implementation, the Economic Performance Approval Agreement (ERPA) for Greenhouse Gas Emission Reductions in the North Central Region has also encountered difficulties and obstacles. Specifically, the actual disbursement rate among forest owners (organizations) and commune-level People's Committees remains low due to certain regulations in Decree No. 107; and the payment progress in some commune-level People's Committees and forest owners is still slow...

In light of this situation, the Quang Tri Provincial People's Committee has requested the Ministry of Agriculture and Environment to consider reporting to the Prime Minister to allow the continued implementation of the ERPA until the end of 2026; and to allow the use of ERPA funds to integrate with the budget for forest protection and forest protection contracts.
