QUANG NINH PROVINCE: Quang Ninh province launches a comprehensive crackdown on fishing vessels and vessel owners violating fisheries regulations, and will strictly penalize fishing vessels that 'intentionally' lose connectivity.

In accordance with the directives of Prime Minister Pham Minh Chinh at the November 4, 2025 meeting of the National Steering Committee on combating illegal, unreported, and unregulated (IUU) fishing; and the directives of the Quang Ninh Provincial People's Committee, functional forces are required to resolutely implement measures to strictly manage fishing vessels in the area, and at the same time organize a comprehensive crackdown to severely punish fishing vessels violating IUU fishing regulations in accordance with the law, in order to lift the EC's "Yellow Card" warning.

Following the directives of the province and the Department of Agriculture and Environment, the Sub-Department of Marine, Islands and Fisheries, and the Fisheries Inspection Department, officials have been assigned to coordinate with the People's Committees of coastal communes, wards, and special zones to review, compile statistics, organize inspections, and guide fishermen in registering aquaculture vessels and other service vessels in accordance with Circular No. 05/2025/TT-BNNMT dated June 2, 2025, of the Ministry of Agriculture and Environment on amending and supplementing a number of circulars in the field of fisheries exploitation; at the same time, they have reviewed and affixed license plates to 8 fishing vessels whose registration has expired and which do not meet the operating conditions in the province.

By November 21, 2025, the task force of the Department of Marine, Islands and Fisheries, Fisheries Inspection had coordinated the verification and installation of license plates on 6 out of a total of 8 fishing vessels whose registration had expired and were no longer eligible to operate in the localities of Tien Yen, Ha An, Lien Hoa, Duong Hoa and Mong Cai 1.

Regarding the two remaining fishing vessels whose registration has expired and are therefore ineligible to operate in the Ha An and Phong Coc areas, the Department of Agriculture and Environment has issued a document requesting these localities to take the lead and coordinate with the People's Committee of Mong Cai 1 Ward, Tra Co Border Guard Station, and Hon Gai Port Border Guard Station to affix signs indicating "Fishing vessel ineligible to operate" and to monitor and manage them, preventing them from operating until they meet the required conditions.

Regarding the guidance and registration of aquaculture vessels and other service vessels as stipulated in Circular No. 05/2025/TT-BNNMT: From November 11th to 22nd, 2025, the patrol team of the Department of Marine, Islands and Fisheries, Fisheries Inspection, coordinated with the People's Committee of Van Don Special Economic Zone and Cam Pha Ward to inspect and guide 158 owners of operating vessels with a maximum length of 6 meters or more, serving aquaculture, marine conservation, and co-management in the protection of aquatic resources in the Van Don Special Economic Zone and Cam Pha Ward, to register them for management according to regulations.

In the coming period, the Department of Marine, Islands and Fisheries, and the Fisheries Inspection Department will continue to coordinate with the Provincial Police, the Provincial Border Guard Command, and the People's Committees of localities to review, update, and supplement data on fishing vessels and vessel owners in the province; strengthen the organization of patrol teams to inspect fishing vessel activities at sea, in ports, at river mouths, estuaries, and islands in the area (including fishing vessels from other provinces operating in the area).

The province launched a comprehensive crackdown on fishing vessels and their owners violating fisheries regulations; simultaneously, it continued to verify the specific status of fishing vessels that had lost connectivity for more than 6 hours; closely monitored and supervised each fishing vessel and fisherman... in order to promptly prevent and strictly handle, both on shore and at sea, illegal fishing activities in foreign waters, and those acting as intermediaries or collusion, preventing the emergence of fishing vessels violating foreign waters.
