According to the establishment decision, the working group related to scientific integrity of Pham Ngoc Thach University of Medicine consists of 7 members with Dr. Pham Quoc Dung, Vice Principal of the school, as the head of the group.
The working group will work for 30 days, starting from October 28, and will conduct a review in accordance with the provisions of the Law on Science, Technology and Innovation 2025 (Article 8) and Decree 262/2025/ND-CP (Article 4, Article 6) within the scope of training and research.

The decision to establish the school was made after the uproar over the case of 24-year-old candidate Au Nhat Huy who was admitted to the school's doctoral program in Internal Medicine.
This candidate is the child of Associate Professor, Dr. Tran Thi Khanh Tuong, Dean of the Faculty of Medicine, Head of the Department of Internal Medicine of Pham Ngoc Thach University of Medicine.
Public opinion also raised many questions about academic integrity when Huy had many scientific articles under his name with his mother.
Initially, this candidate was admitted to the school's doctoral program with a score of 88.8, in which the converted score for research experience was at an absolute score of 10 (for 8 research articles).
However, after an international paper submitted by Huy was withdrawn from the journal, the school lowered his research experience score to 9.5 points, bringing the average score to 88.3.
According to Pham Ngoc Thach University of Medicine, candidate Au Nhat Huy meets all the requirements to be admitted to the doctoral training program at the school according to regulations. The 0.5 point deduction does not affect the candidate's admission to the doctoral training program.
