Emulation movement creates new momentum to build an honest and effective inspection sector

(Chinhphu.vn) - The 6th Patriotic Emulation Congress is an important milestone marking a new step of development to continue efforts and strive to build an inspection sector that is "integral, disciplined, innovative, and effective".

On September 19, the Government Inspectorate organized the 6th Patriotic Emulation Congress of the Inspectorate sector to summarize and evaluate the results of the patriotic emulation movement and reward work in the 2020-2025 period.

The Congress also aims to commend and honor typical advanced collectives and individuals with outstanding achievements in the cause of building and developing the Inspection sector.

The emulation movement spreads widely, is practical and effective.

In his opening speech, Government Inspector General Doan Hong Phong emphasized that the patriotic emulation movements in the past 5 years have promoted the combined strength and made efforts to overcome all difficulties and challenges to excellently complete all tasks assigned by the Party, State and People.

"The patriotic emulation movement is constantly spreading widely and becoming more and more practical and effective," the Government Inspector General affirmed.

Through patriotic emulation movements associated with the implementation of the political tasks of the industry, many typical, advanced collectives and individuals have emerged with good models and creative and effective ways of working in the fields of inspection, citizen reception, complaint and denunciation settlement, and prevention and combat of corruption, waste and negativity.

This contributes to maintaining discipline, administrative discipline, and building a clean, honest, effective, and efficient administration.

During the 2021-2025 period, the Government Inspectorate had 58 collectives and individuals awarded by the Party and State: 1 Third-class Independence Medal; 22 Labor Medals of various classes; 5 emulation flags of the Government; 29 certificates of merit of the Prime Minister and 1 national emulation soldier.

The Government Inspector General has awarded 1,959 emulation titles and forms of commendation to collectives and individuals throughout the Inspection sector.

Many outstanding marks in the emulation movement

The report on the results of the implementation of the patriotic emulation movement in the 2021-2025 period of the Government Inspectorate emphasized that the emulation movements have contributed to motivating the entire Inspectorate sector to enthusiastically compete to excellently complete assigned tasks, demonstrated in each field.

The Standing Committee of the Government Inspectorate Party Committee has issued many specialized Resolutions to lead and direct the overcoming of shortcomings and limitations, improving the quality and effectiveness of inspection work. Controlling power, preventing and combating corruption and negativity in inspection activities.

The public announcement of inspection conclusions is carried out in accordance with regulations and in a systematic manner. The work of supervision, appraisal and post-inspection handling is increasingly effective; the overlapping of activities between inspection agencies has been thoroughly overcome.

The whole industry has carried out over 32,484 administrative inspections and 752,164 specialized inspections and checks. Through inspections, economic violations of VND 703,477 billion (up 62.3% compared to the previous term), 19,618 hectares of land were discovered; recommendations to recover VND 424,881 billion (up 86.6% compared to the previous term), 2,209 hectares of land; recommendations to review and handle administrative violations of 16,426 groups and 34,420 individuals; transfer of 1,762 cases (up 258.8% compared to the previous term), 1,266 subjects (up 80.6% compared to the previous term).

In particular, implementing the Conclusion of General Secretary To Lam on resolving complicated, prolonged, and over-level complaints and denunciations to the Central Government in Hanoi, the Government Inspectorate has carried out a "90-day and night campaign" focusing on mobilizing forces from many participating units; with the participation of the entire political system, the task of resolving 226 complicated, prolonged, and over-level complaints and denunciations to the Central Government in Hanoi has been basically completed.

In the work of preventing and combating corruption, waste, and negativity, over the past 5 years, the inspection sector has discovered an increase of 62.3% in economic violations; recommendations for handling and recovering to the state budget increased by 86.6%; cases transferred to investigation agencies increased by 258.8% and subjects increased by 80.6% compared to the previous term.

Notably, when the Central Steering Committee shifted its focus to preventing and combating waste, placing the task of preventing and combating waste on par with preventing and combating corruption and negativity, the Government Inspectorate was assigned to inspect two projects with signs of waste: Bach Mai Hospital, Viet Duc Friendship Hospital, Branch 2 (Ha Nam). With urgent progress in time, in just 36 days, the amount of waste of over 1,200 billion VND and related violations were identified, transferred to the investigation agency for handling, which was highly appreciated by the General Secretary, the Central Steering Committee and public opinion.

Currently, the Government Inspectorate is assigned to preside over and direct the entire sector to conduct inspections on two large-scale topics nationwide: Specifically, the topic of inspecting projects with difficulties and obstacles to remove backlogs and long-standing projects, contributing to freeing up resources, putting projects into use soon, avoiding loss and waste of assets and resources of the State, enterprises, people and society.
