Accelerate the completion of data infrastructure
Participating in the discussion group on the afternoon of October 31 about the Draft Law on amending and supplementing a number of articles of 10 laws related to security and order, delegate Sung A Lenh ( Lao Cai delegation) said that amending and supplementing regulations on the use of electronic identification is a big step forward in the national digital transformation process, but it needs to be implemented synchronously, with a roadmap and specific sanctions.

According to the draft, Clause 3 is added after Clause 2, Article 33 of the Law on Identification, stating: "A person granted an electronic identification card must present the electronic identification card at the request of a competent agency or organization; such agency, organization or individual is not allowed to request people to present documents or information that has been integrated into the electronic identification card".
Delegate Sung A Lenh commented that this regulation is a breakthrough, contributing to simplifying administrative procedures, reducing paperwork for people, and at the same time being consistent with the goals of digital government and digital society.
However, according to him, the implementation may face many obstacles in terms of technical synchronization and administrative habits. Currently, many specialized data systems such as healthcare, education , insurance, banking, etc. are not yet fully connected with the national database on population and electronic identification.
"Therefore, there is still a situation where some agencies and organizations require people to present paper ID cards, reducing the meaning of electronic ID cards and wasting resources," Mr. Lenh said.
To overcome this situation, delegates proposed adding regulations on the roadmap and mandatory sanctions for data connection between ministries and branches.
Specifically, the Government is assigned to guide and clearly stipulate the time limit and method of connecting, exploiting and using electronic identification data in each specialized field, and at the same time have sanctions to handle agencies and organizations that do not follow the roadmap or still require people to present integrated documents.
According to him, this regulation will create a strong legal driving force, forcing ministries and branches to accelerate the completion of data infrastructure, ensure people's rights and promote real, synchronous digital transformation nationwide.

Proposal to cancel old passports in electronic environment
Commenting on the amendments and supplements to the Law on Exit and Entry of Vietnamese Citizens, delegate Sung A Lenh expressed his agreement with the addition of the regulation on canceling the validity of a valid ordinary passport when a citizen is issued a new passport in Article 31. He said that this regulation is necessary to ensure consistency and avoid a citizen using multiple passports at the same time.
However, according to current regulations, people still have to go directly to the immigration authority to return their old passports, which is time-consuming and costly, especially for those in remote areas or abroad.
"In the context that the Government is promoting online public services, such manual regulations are inappropriate and reduce the practicality of the policy," he emphasized.
Delegates proposed amendments to completely cancel old passports in the electronic environment. Accordingly, the agency issuing new passports must automatically update and cancel the old passports right on the management system, and notify citizens of the results. With online applications, people only need to commit to canceling their old passports and resubmitting them when specifically requested, instead of having to submit them in person.
According to him, this approach not only reduces administrative burdens, but also increases transparency and efficiency in passport management on the national digital platform - in line with the goal of comprehensive digital transformation in population and immigration management.
