Phu Tho promotes digital transformation for sustainable development

Digital infrastructure development

To promote the digital transformation process, the People's Committee of Phu Tho province has cooperated with the Military Industry - Telecommunications Group ( Viettel ) and VNPT Phu Tho to promote digital transformation in the period 2025 - 2030.

From 2023 to 2025, Viettel has deployed 2,283 2G, 3G, 4G and 5G broadcasting stations, helping to cover 99% of the province's population, of which the 4G/5G network has covered 96% of the population and more than 90% of the province's area. Together with VNPT Phu Tho, Viettel has coordinated to survey and evaluate information technology infrastructure and pilot the application of artificial intelligence (AI) in handling administrative procedures.

In the field of management infrastructure, Phu Tho province has strongly invested in digital infrastructure and data systems. The digital data center is currently operating with 60 servers and a multi-layered security system, including 25 firewalls, along with a SAN/NAS data storage system, ensuring data safety and backup. A dedicated data transmission network and online conference system have been deployed synchronously in 148 communes and wards, ensuring that 100% of electronic documents are sent and received via the digital environment.

Breakthrough in digital government

In state agencies, Phu Tho has integrated digital platforms in management, operation and provision of public services. Currently, the administrative procedure information system has been deployed to 100% of communes and wards in the area.

According to Phu Tho newspaper, as of September 30, Phu Tho's online application rate had reached 89.23%, helping the province rank 9th out of 34 provinces and cities in this index. In particular, Phu Tho ranked 2nd out of 34 in terms of "greening" of communes and wards. In the week from September 23 to 30 alone, the whole province received 40,165 applications, of which 93.61% were submitted online.

An important highlight in the digital transformation process is the application of AI to administrative procedure settlement, thereby forming a modern and transparent digital government platform. AI virtual assistant has been deployed at the Provincial Public Administration Service Center and commune and ward-level units, helping to shorten the time for processing records and enhance the ability to support citizens. Specifically: The time for receiving online records has been reduced from 10 minutes to 5 minutes/record; AI has supported the processing of more than 2,000 requests and helped citizens answer over 1,000 questions; The record screening feature has supported the processing of 974 online records related to 10 pilot administrative procedures.

In the coming time, Phu Tho province will continue to expand the deployment of AI virtual assistants at public administrative service centers. At the same time, urgently add 15 more administrative procedures to the system to expand the scope of application and upgrade data, enhancing the capacity of the AI ​​system to support officials in more depth.

Spreading digital transformation throughout society

Digital transformation not only takes place in state agencies but also spreads to all aspects of social life. In order to provide maximum support to people in using online public services, the province has established 148 community digital technology teams with more than 1,000 members, ready to support citizens. Each commune and ward has a technology rescue team. Notably, all supermarkets, educational and medical facilities and public administrative services in Phu Tho have applied cashless payments. In addition, businesses operating in the fields of science and technology, software and digital solutions are encouraged to develop.

In parallel with this, training and provision of digital tools have been strongly implemented: the province has issued 25,279 digital signatures to individuals and organizations; more than 9,500 cadres, civil servants and public employees from commune to provincial levels have been trained in processing electronic records and using digital signatures.

Thanks to the synchronous efforts in implementing digital transformation solutions, Phu Tho has received high appreciation from the Central Government. According to the Resolution No. 57-NQ/TW Implementation Monitoring System, in July 2025, Phu Tho province achieved "Green" status in terms of readiness for digital transformation at the provincial and commune levels. Notably, according to Phu Tho newspaper, as of October 3, 2025, this is the locality with the best digital transformation results in the country.

In the coming time, the province will continue to focus on key tasks, including: Effectively implementing Resolution No. 57-NQ/TW; Developing synchronous digital infrastructure, especially ensuring 5G coverage in communes, wards, industrial parks and tourist destinations; Building and exploiting specialized databases to serve the two-level local government model; Strengthening information security, personal data security and network infrastructure security; Promoting AI application to support administrative procedures.
