Phu Tho promotes digital transformation for sustainable development

Digital infrastructure development

To accelerate the digital transformation process, the People's Committee of Phu Tho province has collaborated with the Military Telecommunications and Industry Group ( Viettel ) and VNPT Phu Tho to promote digital transformation in the period 2025-2030.

From 2023 to 2025, Viettel deployed 2,283 2G, 3G, 4G, and 5G base stations, achieving 99% coverage of the province's population, with 4G/5G networks covering 96% of the population and over 90% of the province's area. Together with VNPT Phu Tho, Viettel collaborated on surveys and assessments of information technology infrastructure and piloted the application of artificial intelligence (AI) in resolving administrative procedures.

In the field of administrative infrastructure, Phu Tho province has strongly invested in digital infrastructure and data systems. The digital data center is currently operating with 60 servers and a multi-layered security system, including 25 firewalls, along with a SAN/NAS data storage system, ensuring data safety and backup. A dedicated data transmission network and online conferencing system have been deployed synchronously in 148 communes and wards, ensuring 100% of electronic documents are sent and received digitally.

Breakthroughs in digital government

In state agencies, Phu Tho province has integrated digital platforms into management, administration, and public service delivery. Currently, the information system for handling administrative procedures has been deployed to 100% of communes and wards in the province.

According to Phu Tho newspaper, as of September 30th, the rate of online applications submitted in Phu Tho reached 89.23%, placing the province 9th out of 34 provinces and cities in this index. Notably, Phu Tho ranked 2nd out of 34 in terms of the "greening" of communes and wards. In the week from September 23rd to 30th alone, the entire province received 40,165 applications, of which 93.61% were submitted online.

A key highlight in the digital transformation process is the application of AI to streamline administrative procedures, thereby forming a modern and transparent digital government platform. AI virtual assistants have been deployed at the Provincial Public Service Center and at the commune and ward levels, helping to shorten processing times and enhance citizen support. Specifically: Online application processing time has decreased from 10 minutes to 5 minutes per application; AI has supported the processing of over 2,000 requests and helped citizens answer over 1,000 questions; the application screening feature has supported the processing of 974 online applications related to 10 pilot administrative procedures.

In the coming period, Phu Tho province will continue to expand the deployment of AI virtual assistants at public administrative service centers. At the same time, it will urgently add 15 more administrative procedures to the system to broaden the scope of application and upgrade data, enhancing the AI ​​system's capacity to provide more in-depth support to officials.

Spreading digital transformation throughout society.

Digital transformation is not only taking place in government agencies but is also spreading to all aspects of social life. To provide maximum support to citizens in using online public services, the province has established 148 community digital technology teams with over 1,000 members, ready to assist citizens. Each commune and ward has a technology emergency response team. Notably, all supermarkets, educational institutions, healthcare facilities, and public administrative services in Phu Tho have adopted cashless payment methods. In addition, businesses operating in the fields of science and technology, software, and digital solutions are encouraged to develop.

In parallel with this, training and equipping with digital tools have been strongly implemented: the province has issued 25,279 digital signatures to individuals and organizations; more than 9,500 officials and civil servants from the commune to the provincial level have been trained in processing electronic documents and using digital signatures.

Thanks to synchronized efforts in implementing digital transformation solutions, Phu Tho province has received high praise from the central government. According to the Monitoring System for the Implementation of Resolution No. 57-NQ/TW, by July 2025, Phu Tho province had achieved the "Green" status in terms of digital transformation readiness at the provincial and commune levels. Notably, according to Phu Tho newspaper, as of October 3, 2025, it is the locality with the best digital transformation results nationwide.

In the coming period, the province will continue to focus on key tasks, including: Effectively implementing Resolution No. 57-NQ/TW; Developing a synchronous digital infrastructure, especially ensuring 5G coverage in communes, wards, industrial zones, and tourist destinations; Building and exploiting specialized databases to serve the two-tiered local government model; Strengthening information security, personal data protection, and network infrastructure security; and Promoting the application of AI to support administrative procedures.

With steady steps and a clear strategy, Phu Tho is using science and technology, innovation, and digital transformation as the main drivers for rapid, sustainable development and deep integration into the digital age.
