Accordingly, the national DTI consists of 12 indicators divided into 3 main pillars: Digital Government (400 points), Digital Economy (300 points) and Digital Society (300 points), with a total score of 1,000.
The provincial DTI is structured according to three similar pillars: Digital Government, Digital Economy and Digital Society, including 8 main indicators with 47 component indicators. Of which, the common foundation index group (digital awareness, digital institutions, digital infrastructure, digital human resources and cyber security) accounts for the majority, in addition to the operational index group (digital government, digital economy, digital society).
The Ministry-level DTI includes 6 main indicators and 31 component indicators with a total score of 1,000, reflecting the characteristics of each ministry and sector in implementing digital transformation.
The indicators are collected and evaluated entirely online via the dti.gov.vn system, combining automatic measurement data and statistical reports, helping to ensure accuracy and transparency.

At the local level, the average value of the provincial DTI reached 0.6961 points, up 2.6% compared to 2023 and maintained a steady increase since 2020. The three pillars of the index, including digital government, digital economy and digital society, all increased, respectively: Digital government reached 0.7582, up 4.7%; Digital economy reached 0.7723, up 13.3%; Digital society reached 0.7692, up 13.4%. This growth rate reflects the strong transformation in production, business and life activities.
According to the provincial DTI ranking, Hanoi City leads with a DTI value of 0.8241, in which the Digital Government index ranks 10th, digital economy and digital society ranks 1st. Hue City ranks second with a DTI of 0.7951 with Digital Government ranked 1st. Hai Phong City with a DTI of 0.7857 ranks 3rd and Ho Chi Minh City with a DTI of 0.777 ranks 4th.
With this result and ranking first in the Local Innovation Index (PII) in 2025, Hanoi has shown the city government's determination in building e-government, digital economy and digital society.
