Digital transformation to a new phase, focusing on creating economic and social value

DNVN - On the morning of October 21, in Hanoi, the Ministry of Science and Technology (Standing agency of the Government Steering Committee on Science and Technology Development, Innovation, Digital Transformation and Project 06) organized the Program to Welcome National Digital Transformation Day 2025. The theme of this year's National Digital Transformation Day is "Digital Transformation: Faster - More Effective - Closer to the People".

Attending the program were Deputy Prime Minister Nguyen Chi Dung, along with representatives of Party, National Assembly , Government agencies, leaders of ministries, central and local agencies, typical technology enterprises, universities, organizations and individuals with achievements in digital transformation... The event was organized in person and online.

At 34 live television broadcast points of the People's Committees of provinces and centrally-run cities, there was the participation of the Chairman of the Provincial People's Committee, Head of the Steering Committee for Digital Transformation of localities, members of the Steering Committee, and representatives of departments, branches, agencies and local enterprises.

In his opening speech, Permanent Deputy Minister of Science and Technology Vu Hai Quan reviewed the impressive achievements after 5 years of digital transformation (2020 - 2025). Accordingly, this period of digital transformation focuses on raising digital awareness, building infrastructure, platforms and basic public services, with many remarkable results.

Digital infrastructure is developing strongly : Broadband telecommunications network has covered 99.3% of villages and hamlets nationwide. Mobile Internet speed reaches an average of 146.64 Mbps, ranking 20th in the world, and 5G network is starting to be deployed (reaching 26% coverage). Vietnam's digital infrastructure is ready for the service explosion phase.

Digital Government and public services have made remarkable progress : The rate of online settlement of all records reached nearly 40%, a 9-fold increase compared to 2019. According to the United Nations' assessment, Vietnam's Digital Government ranking has increased by 15 places compared to the previous announcement (2022).

Digital economy contributes more and more : IT industry revenue in 2024 will reach about 2,772 trillion VND (equivalent to ~118 billion USD). Hardware and electronics exports will increase by 29%.

Platforms and institutions : Many important national digital platforms have been put into use such as the National Population Database and the National Public Service Portal. Institutions and policies on digital transformation are increasingly improved, creating a solid legal corridor for the comprehensive digitalization process.

Discussing phase 2 in the next 5 years (2026 - 2030), Deputy Minister Vu Hai Quan emphasized: "There is still a lot of work to do on the road ahead for digital transformation to truly bring about a clear impact on socio-economic development and people's lives."

According to Deputy Minister Vu Hai Quan, the next five years will be a period of digital transformation at a deeper level, focusing on creating specific socio-economic values. The ultimate goal of phase 2 digital transformation is to transform digital achievements into economic growth, improve productivity, national competitiveness; improve governance efficiency and decision-making quality at all levels. "We must aim for the final result, measured by the benefits brought to people, businesses and the economy," said Deputy Minister Quan.

Deputy Minister Vu Hai Quan affirmed that the digital world moves every second, a delay of one minute can lead to years of lag. The requirement of "faster" needs to be demonstrated in: Faster in building and perfecting institutions; Faster in implementing strategies and projects; and Faster in changing thinking and working methods, adapting to new technologies.

Along with speed, digital transformation must be “more effective”, creating practical value and making a clear contribution to socio-economic development. “We do digital transformation not for the sake of a movement, but to bring about high growth, improve labor productivity and people’s quality of life,” Mr. Quan emphasized.

To be effective, “digital institutions” are the foundation for a creative and self-reliant Vietnam in the digital age. The draft Law on Digital Transformation, drafted by the Ministry of Science and Technology, is a fundamental step, creating a solid legal basis for the comprehensive digitalization process, focusing on establishing a unified national governance structure and legalizing digital financial and human resources.

Deputy Minister Vu Hai Quan said: ““Closer to the people” is the core focus of the 2025 theme”, expressed in 3 aspects:

Closing the digital divide : Ensuring “no one is left behind”. Every Vietnamese citizen, whether in rural or urban areas, has access to digital services. With more than 99% of villages and hamlets having broadband mobile coverage, the next task is to popularize digital skills and tools for people on that infrastructure.

Better government service through technology : Towards a creative, smart and distance-free State, where all management decisions are based on real-time data and supported by AI. People are served by comprehensive online public services, personalized, with procedures done in just "one touch" on the phone. Digital transformation helps the government to be "connected, transparent, serving", taking people's satisfaction as a measure.

Building digital trust : People only participate actively when they see that the digital environment is safe, their rights are protected, and they enjoy a rich digital ecosystem. “Taking people as the center” must be the consistent principle when building a digital society.

Deputy Minister Vu Hai Quan believes that with the new "Resolution 10" for science, technology, innovation and digital transformation (Resolution 57-NQ/TW of the Politburo), Vietnam will achieve more achievements and make breakthroughs in the digital age.
