For the first time, Hanoi leads the country in digital transformation

On October 21, at the program to celebrate National Digital Transformation Day 2025, the Ministry of Science and Technology announced the results of the 2024 digital transformation index, ranked by 34 provinces and cities after the merger.

Speaking at the program, Deputy Prime Minister Nguyen Chi Dung said that although Vietnam has achieved certain achievements in digital transformation, we also need to frankly acknowledge that the road ahead still has many difficulties and challenges.

According to the Deputy Prime Minister, many mechanisms and policies are not yet synchronized, have not approached international standards and have not kept up with the rapid development of science and technology. Infrastructure and digital data are still scattered, and data sharing between agencies is limited.

At the same time, there is still a shortage of digital human resources, especially high-quality human resources. Many localities and small businesses have not really accessed the benefits of digital transformation. In some places, the way of doing things is still formal and trendy, and the effectiveness has not reached the people.

The Deputy Prime Minister said that if those bottlenecks are not promptly removed, they will hinder development and slow down the pace of national digital transformation.

"It's time for us to shift from thinking to action, from digitalization to creating digital values, turning actions into real results," the Deputy Prime Minister emphasized.

Overall ranking of provincial digital transformation index in 2024

At the ceremony, Mr. Nguyen Phu Tien - Deputy Director of the National Digital Transformation Agency - said that since 2020, the Ministry of Science and Technology (formerly the Ministry of Information and Communications) has issued and deployed the Digital Transformation Index (DTI).

DTI is an important tool to monitor progress, evaluate effectiveness and guide policies to promote digital transformation nationwide.

According to the 2024 provincial DTI rankings, Hanoi ranked first (leading four main indicators including digital awareness, digital institutions, digital economic activities and digital social activities).

Thus, after four years, for the first time, Hanoi leads the provincial digital transformation index after the country merged to 34 provinces/cities. Three years ago, Da Nang City was at the top when ranked according to 63 provinces/cities.

This year, Hue city ranked second in the digital transformation index, achieving maximum scores in three main indexes (digital awareness, digital institutions, cyber security) and ranked top 2 in digital government activities.

Hai Phong and Ho Chi Minh City ranked third and fourth respectively. Thanh Hoa made it into the top five, achieving maximum scores in three key indicators (digital awareness, digital institutions, digital human resources).

According to the National Digital Transformation Agency, the Ministry of Science and Technology is updating and completing the DTI index. On that basis, the Ministry of Science and Technology will organize the DTI assessment in 2025 for the ministries and 34 provinces and cities after the merger, with the results expected to be announced in the first quarter of 2026.
