According to Deputy Prime Minister Nguyen Chi Dung, in the 2020 - 2021 period, the Government has focused on "laying the foundation" for the national digital transformation: Issuing the National Digital Transformation Program, "both fighting the pandemic and developing digital", identifying digital transformation as a breakthrough driving force for growth and innovation; promoting institutional improvement, creating a legal corridor to promote digital transformation in all areas of the economy ; synchronously deploying core digital platforms, focusing on investing in developing telecommunications infrastructure and data centers; initially integrating the entire process of online public services.
Thanks to that foundation, in the period from 2022 to now, our country has "accelerated development", gradually bringing digital transformation into life. State management activities and administrative procedures have been digitized; 80% of ministries, branches and localities have a common data sharing platform; a series of digital government and smart city models have been initially formed. The Government has directed the implementation of five key national data, creating a foundation for data-based governance.
In addition, the Government has accelerated the implementation of Project 06 on population data development and electronic identification. Essential public services, such as residence registration, ID card issuance, birth registration, insurance, health care, and education, have all been digitized, helping people "live, work, and study" in the digital environment.
National digital infrastructure is strengthened; digital economy reaches nearly 20% of GDP, Vietnam rises to the group of 50 leading countries in the world in e-government.
The strategic role of science and technology, innovation and digital transformation continues to be consistently identified and developed into a system of policies, orientations, goals and comprehensive, long-term solutions in Resolution 57 of the Politburo.
Bottlenecks in the digital transformation process
However, according to the Deputy Prime Minister, Vietnam's digital transformation process still has bottlenecks. Many mechanisms and policies are not synchronized, have not approached international standards and have not kept up with the rapid development of science and technology. Infrastructure and digital data are still scattered, data sharing between agencies is still limited. There is still a shortage of digital human resources, especially high-quality human resources. Many localities and small businesses have not really accessed the benefits of digital transformation. In some places, the way of doing things is still formal and trendy, and the effectiveness has not reached the people.
"If those bottlenecks are not promptly removed, they will hinder development and slow down the pace of national digital transformation," the Deputy Prime Minister emphasized.
In that spirit, the Deputy Prime Minister proposed a number of solutions:
For central and local ministries and branches : Continue to promote institutional improvement; Focus resources on investing in digital infrastructure; Promote the popularization and use of digital identity; Promote comprehensive application of digital technology in synchronous combination with the national database system.
For the business community and people : Developing digital enterprises and a real digital economy; developing sovereign digital platforms, prioritizing autonomy, security and transparency, contributing to protecting national digital sovereignty.
The subjects of the domestic innovation ecosystem (institutes, schools, businesses, startups, scientists...) must rise up, proactively grasp "new trends", and become pioneers in the development of science and technology, innovation and national digital transformation.
Ultimately, every official, every civil servant, every citizen must become a true digital citizen.
“Vietnam is consistent in believing that promoting science and technology, innovation, and digital transformation is the golden key to the new era. This is not just a simple choice but a strategic choice, a development imperative of the times,” said the Deputy Prime Minister.
