Promoting innovation from "three-way" linkage

The conference, organized by the Department of Startups and Technology Enterprises ( Ministry of Science and Technology ) in coordination with the Vietnam Association of Science and Technology Enterprises, is a practical activity to connect the science and technology business community in the new era - the era of rising up with the orientation of promoting the leading role of large enterprises for small enterprises, inheriting and transmitting between generations.

The event aims to arouse the aspiration to master science and technology, promoting the application of science and technology in production and business.

Strengthening connections between institutes, schools and science and technology enterprises, promoting commercialization of research results; supporting enterprises to directly and effectively solve problems and challenges arising from practice.

The conference is also an opportunity for scientists, managers and businesses to exchange and promote policy implementation, contributing to bringing policies into life; spreading the pioneering spirit in implementing the Resolutions of the Politburo and the Government on science, technology and innovation development, especially Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science, technology development, innovation and national digital transformation.

At the same time, the Conference is also an opportunity to nurture and orient the development of young talents in the field of science and technology, creating motivation to develop high-quality human resources for the field of science and technology in Vietnam.

Speaking at the opening of the Conference, Labor Hero Hoang Duc Thao, Chairman of the Vietnam Association of Science and Technology Enterprises (VST), said that in the context of the strong spread of the fourth industrial revolution, breakthroughs in science and technology such as artificial intelligence, big data, 3D printing technology, smart technology... are changing the way the economy operates.

In addition, the globalization and international integration process is taking place more and more deeply, Vietnam's mission is to strive to maintain and be more effective in the global value chain, which requires the innovation capacity of enterprises to be raised to a new level to strengthen national competitiveness.

At the same time, the role of digitalization and society's growing demand for services and technology, e-commerce and communication are posing imperatives for the public-private sector, urging us to promote comprehensive, rapid and sustainable digital transformation.

“More than ever, Vietnamese enterprises and scientific and technological intellectuals need to promote the spirit of mastering the market, self-reliance in technology, demonstrate the pioneering spirit, dare to think, dare to do, dare to invest in research and commercialization of scientific and technological products, work together and implement immediately,” said Labor Hero Hoang Duc Thao.

Mr. Tran Xuan Dich, Deputy Director of the Department of Startups and Technology Enterprises (Ministry of Science and Technology) emphasized the pioneering role of science and technology enterprises in turning intellectual property into production assets, turning knowledge into material wealth, and solving the country's major problems.

According to Mr. Tran Xuan Dich, if you look closely, you will see that the State - Scientists - Enterprises have different roles, but share the same goal: to develop the country based on science, technology and innovation.

The State creates the environment: through Resolution 57 of the Politburo, Resolutions of the Government, Law on Science, Technology and Innovation 2025, Decree 268 on science and technology enterprises, fund mechanisms, technology exchanges, tax incentives, land...

Scientists create knowledge: through topics, projects, inventions, technical solutions, new models - in medicine, agriculture, logistics, digital transformation, energy, materials...

Enterprises, especially science and technology enterprises, create value: by accepting risks, investing, testing, commercializing, bringing scientific and technological products and services to the market, internationally.

The three companies, if standing alone, would have a hard time. But when connected into an alliance, there will be problems from production and business practices; technological solutions from institutes and schools; policy tools and support programs from the State. That is the "development triangle" of the Vietnamese innovation ecosystem.

Science and technology enterprises are where three flows meet: the flow of scientific knowledge, the flow of capital and market, and the flow of policy and institutions.

All of these stories show that when science and technology enterprises join hands closely with scientists, and are accompanied by the State with appropriate policies, the results are very specific, very "lifelike" products, but at the same time also strategic.

Recently, the Ministry of Science and Technology in general and the Department of Startups and Technology Enterprises in particular have worked with units to advise, develop and submit to the Government many new policies.

In particular, perfecting the legal framework for science and technology enterprises, from expanding the definition and recognition conditions to preferential mechanisms on corporate income tax, credit, land, and science and technology.

Issue regulations and guidelines so that intellectual property can become capital, can be valued, mortgaged, transferred, not just on the certificate.

Build and operate funds and programs to support technological innovation, support commercialization of research results, and connect technology supply and demand on the Technology Exchange.

Continue to review and amend administrative procedures to make them simpler, more transparent, and more accessible to businesses.

Mr. Tran Xuan Dich said that the Department of Startups and Technology Enterprises is committed to continuing to develop connection programs, policy consulting, and providing useful information for the science and technology community and businesses. The Department of Startups and Technology Enterprises will create the most favorable conditions for administrative procedures, support training to improve capacity, guide how to register intellectual property, access capital, etc. to help science and technology businesses feel secure in developing.

We listen to all difficulties, problems or new ideas and coordinate to resolve them. The efforts of each scientist and each enterprise to “do it for real” will be recognized and fully supported by the Department of Startups and Technology Enterprises,” Mr. Tran Xuan Dich emphasized.

At the Conference, speakers presented and discussed many papers clarifying the role and connection of three parties: State - Scientists - Enterprises in the goal of developing the country based on science, technology and innovation.
