According to Vice Chairman of Hanoi People's Committee Truong Viet Dung, Hanoi has 92 universities and colleges, many professors and doctors.

Every year, Hanoi spends about 400-500 billion VND on science and technology, innovation and digital transformation, of which 92-95% is career capital, with no development investment capital. In 2026, Hanoi plans to spend 4% of the budget, equivalent to 9,088 billion VND, of which 5,560 billion VND is for science and technology, innovation and digital transformation.

“However, Hanoi also recognizes that the biggest bottleneck of the city in recent years is the coordination between the three parties: City - Enterprises - Institutes and Schools” - Vice Chairman of Hanoi People's Committee Truong Viet Dung frankly admitted.

To solve this situation, Hanoi has resolutely implemented a series of solutions such as coordinating with some of the largest schools in the area such as Hanoi National University, Hanoi Medical University, Hanoi University of Science and Technology... On December 22, with the support of the Ministry of Science and Technology, Hanoi will officially inaugurate the City Innovation Center Network with 6 innovation centers (hub innovations).

Hanoi will also establish a city venture capital fund, with a capital allocation of 600 billion VND. Hanoi will invite 15 businesses and investors to negotiate and contribute capital to the venture capital fund. The city will participate no more than 49%. "Hanoi and spin-off businesses and startups are trying to have products in development by the time the fund is launched," Mr. Dung added.

In addition, Hanoi also established a science and technology exchange and the Hanoi Innovation Joint Stock Company. The decision was just signed by Vice Chairman of the Hanoi People's Committee Truong Viet Dung on December 3.

According to Vice Chairman Truong Viet Dung, Hanoi is establishing a fund to train 1,000 PhDs and 50,000 digital workers. To implement this, Hanoi will coordinate with schools to achieve this goal.

Hanoi believes that innovation centers are not only invested by the city, but also innovation hubs of outside businesses and outside investors, if they are in the system, will enjoy the same policies as Hanoi. This helps to form a sharing network - a very new idea in the city's resolution.

In addition, Hanoi also has the idea that a national university will accompany a Hanoi university, from which the training force of Hanoi will also develop. For example, the National University will accompany the Capital University in managing an innovation hub or the University of Science and Technology will accompany the Hanoi College of High Technology or the Hanoi Medical University will join both the Hanoi College of Community Health and the Ha Tay Medical College to train human resources for Hanoi.

With a series of solutions above and many decrees and circulars issued by Hanoi, the city is affirming its determination in using science and technology and innovation to achieve the double-digit economic and social goals set by the city.
