Vietnam's electricity supply needs to increase 2.5-3 times in the next 5 years.

With artificial intelligence and data centers developing as they are today, the scale of Vietnam's power source must increase 2.5 to 3 times compared to the present.

On the afternoon of December 4, continuing the 10th Session, National Assembly deputies of Hai Phong city discussed in groups the draft Resolution of the National Assembly on specific mechanisms and policies for national energy development in the 2026-2030 period and the Draft Law on Specialized Courts at the International Finance Center.

The demand for clean energy consumption will increase dramatically.

Speaking at the discussion session, Minister of Industry and Trade Nguyen Hong Dien (National Assembly Delegation of Hai Phong city) gave analysis on the context and necessity of issuing this resolution.

According to Minister Nguyen Hong Dien, to achieve the GDP growth target of 10% or more in the coming years, the electricity growth rate must reach a coefficient of 1.3 - 1.5 times.

In the context of digital transformation, development of artificial intelligence (AI) and data centers as today, the demand for clean energy consumption will increase dramatically.

Citing specific examples, the minister said that the country's total power capacity is currently at about 90,000 MW. However, to meet the requirements of GDP growth and digital transformation, in just the next 5 years, this total capacity must skyrocket, reaching 190,000 - 254,000 MW, meaning that the scale of Vietnam's power source must increase 2.5 to 3 times compared to the present.

The Minister assessed this as a huge challenge requiring huge infrastructure and investment capital that current legal regulations cannot meet.

The National Assembly's issuance of a Resolution to institutionalize the policy in Resolution No. 70-NQ/TW dated August 20, 2025 of the Politburo on ensuring national energy security until 2030, with a vision to 2045, is an urgent step to create a superior mechanism and remove practical difficulties to attract investors.

Minister Nguyen Hong Dien affirmed that offshore wind power is not only an energy issue but also related to national security and defense and many other fields. Offshore wind power projects must be implemented in a chain whose decision-making level is the Government.

Minister Nguyen Hong Dien said the draft resolution raised the issue of expanding the subjects participating in nuclear power development, including state-owned and private enterprises with sufficient financial and technical capacity.

However, the immediate direction is to focus on small modular nuclear power (SMR) with a capacity of 300 MW or less, considering these as cautious but necessary steps to both develop electricity and access nuclear technology for the country's goal of national strength.

There needs to be a pilot mechanism for localities like Hai Phong to develop wind power.

Delegate Nguyen Ngoc Son, member of the National Assembly's Committee on Science, Technology and Environment, and delegate of the National Assembly Delegation of Hai Phong City, proposed to clearly institutionalize regulations to avoid conflicts between related laws and regulations associated with decentralization and delegation of power, and to avoid abuse of power and corruption in policy implementation.

The delegates proposed to evaluate and research clearly in accordance with the spirit of the inspection report of the National Assembly's Economic and Financial Committee.

Regarding financial resources to implement the policy, the Government needs to clearly assess how the implementation of this policy will impact the budget, and have specific estimates of the necessary budget resources.

Regarding the problems in renewable energy, delegate Nguyen Ngoc Son wondered why there were no additional regulations on pilot mechanisms for localities with deep-water ports such as Hai Phong to self-invest or attract investment in wind power, developing energy to serve development.

Speaking at the group discussion on the draft Law on Specialized Courts at the International Finance Center, Deputy Head of the National Assembly Delegation of Hai Phong City La Thanh Tan basically agreed with the draft law and the review report of the Committee on Law and Justice.

For the International Financial Center model to be successfully organized, delegate La Thanh Tan suggested that there needs to be a clear legal mechanism regarding authority, law enforcement and human resource attraction...

The delegate proposed to stipulate that the judge does not depend on the request of the parties to consider changing the first instance trial by one judge to a panel of three judges; at the same time, it is necessary to clearly stipulate complicated cases.

Delegate La Thanh Tan also supported the assignment of the Chief Justice of the Supreme People's Court to appoint Chief Justices of specialized courts to maintain unity and synchronization of management in the court system.
