New law paves the way for the development of digital technology park model

On December 5, in Ho Chi Minh City, the Workshop "Promoting Investment in Concentrated Digital Technology Parks" took place, organized by the Department of Information Technology Industry (Ministry of Science and Technology) in coordination with the Foreign Investment Agency ( Ministry of Finance ), Quang Trung Software Park (QTSC) and the Ho Chi Minh City Digital Transformation Support and Consulting Center (DXCenter).

The workshop is a forum connecting management agencies, technology enterprises, investors, institutes - schools and support organizations to promote the formation of a dynamic, sustainable and internationally integrated digital technology ecosystem.

According to the Organizing Committee, on June 14, 2025, the 15th National Assembly passed the Law on Digital Technology Industry (71/2025/QH15), marking an important turning point in the formation of a centralized Digital Technology Park - a new model to replace the previous centralized Information Technology Park. The new law strongly decentralizes the decision to establish and expand digital technology parks to the Provincial People's Committee; at the same time, clearly stipulates incentive mechanisms, operations, management and exploitation of shared digital infrastructure. This is considered a breakthrough, creating new momentum for the strong development of digital technology parks in the coming time, meeting the goal of creating essential shared infrastructure for the development of Vietnam's digital technology industry.

National aspirations for strong technology

Sharing at the event, Mr. Nguyen Khac Lich, Director of the Department of Information Technology Industry (Ministry of Science and Technology), emphasized: The concentrated digital technology park is the foundation infrastructure of the digital technology industry, a "fertile land" for businesses and a space to realize the aspiration of making Vietnam a strong country in technology.

Mr. Nguyen Khac Lich said that since 2006, when the centralized IT park model was legalized and the Government issued Decree 154/2013/ND-CP, Vietnam has laid the first bricks for today's centralized digital park system.

Over 12 years of development, 8 digital technology zones have been formed in Hanoi, Ho Chi Minh City, Da Nang and Can Tho; attracting more than 630 digital technology enterprises with a growth rate of 20% per year; creating jobs for 42,450 high-quality workers, double that of 2013... These figures confirm that the concentrated digital technology zone is not only a place where businesses operate but also a space to create value, nurture knowledge and promote innovation.

According to Mr. Nguyen Khac Lich, the world is shifting strongly to digital technology, from application to innovation, from single software to a unified ecosystem of AI, data, semiconductors and breakthrough technologies.

In that context, Resolution 57-NQ/TW (2024) identifies the development of concentrated digital technology zones as a key solution for innovation and national digital transformation. The next highlight is the Law on Digital Technology Industry (71/2025/QH15), the world's pioneering law on digital technology industry development. The law opens a new chapter for the digital technology zone model with outstanding incentives, experimental sandboxes and shared digital infrastructure such as cloud, data center, chip testing lab or supercomputer for AI.

“Developing a concentrated digital technology zone is not about real estate development, but about building an ecosystem where every business, from startups to global corporations, can experiment, innovate and reach out to the world. This is also a journey to accompany Vietnam in creating a new generation of digital technology industrial infrastructure, the foundation for the country to make a breakthrough in the next 30 years,” Mr. Nguyen Khac Lich emphasized.

The Ministry of Science and Technology pledges to continue to accompany localities, investors and businesses; listen to and remove obstacles; and create the most favorable conditions for concentrated digital technology zones to develop effectively, sustainably and bring high value to the country.

A comprehensive picture of digital technology park development strategy

The workshop program brought together four in-depth presentations, reflecting a comprehensive picture of the development orientation of concentrated digital technology zones in the new period.

In particular, the representative of the Department of Information Technology Industry (Ministry of Science and Technology) presented a paper on "Preferential mechanisms and policies for concentrated digital technology parks", clarifying new regulations in the Law on Digital Technology Industry and related legal documents. The report emphasized a series of specific tax incentives, infrastructure development support, R&D promotion as well as regulations to create an open environment for businesses to join and expand operations in digital technology parks.

Next, Saigon Real Estate Corporation introduced the project "Yen Binh Digital Technology Park - Pioneer in urban technology complex model" in Thai Nguyen. The project is oriented to be built according to the model of an international standard technology ecosystem, focusing on four goals: forming a regional digital technology center; developing an All-in-one multi-utility complex; building a Net Zero green living environment for experts and workers; training human resources through the education system, R&D center and technology incubator.

From a practical operational perspective, Mr. Phan Phuong Tung, Director of the Ho Chi Minh City Digital Transformation Support and Consulting Center, Head of Business Department of Quang Trung Software Park (QTSC) - shared his experience in attracting investment based on synchronous infrastructure, convenient procedures, modern shared services and high-quality human resources. QTSC also announced its development orientation according to the model of "Digital Technology Park - green, smart city", focusing on key areas such as digital infrastructure, cloud computing, AI, big data, network security, innovation and digital human resources. This is an orientation in line with Ho Chi Minh City's strategy in expanding and forming many concentrated digital technology parks, promoting digital transformation and developing the city's digital economy.

Representatives of Becamex Group brought perspectives from the high-tech industry through the presentation “Concentrated Digital Technology Park: Semiconductor Industry & Innovation Center”. The report emphasized the increasingly important role of the semiconductor ecosystem, a field that is forecast to lead global growth. At the same time, it proposed to build a chain of R&D centers, testing facilities and innovation platforms associated with future digital technology parks.

Notably, at the discussion session, experts, businesses, and management agencies focused on clarifying the potentials, advantages, preferential policies, and investment cooperation opportunities in the concentrated Digital Technology Park model, a strategic model in the orientation of digital economic development and innovation of Ho Chi Minh City.

Within the framework of the conference, the technology exhibition area displays digital transformation solutions, data center infrastructure, AI, IoT, information security, smart cities, etc., creating a multi-dimensional connection environment between businesses, investors, and management agencies, while opening up cooperation opportunities in many fields.
