Da Nang's digital technology industry is shifting from simply outsourcing and exporting software to higher value-added services such as digital transformation consulting, semiconductor industry development, and artificial intelligence.

Businesses are transforming.

Mr. Nguyen Cao Thanh, Head of the FPT Semiconductor office in Da Nang, said that the Vietnamese semiconductor industry is entering a crucial transformation phase, and the Law on Digital Technology Industry provides a strong legal foundation for businesses like FPT to participate deeply in the value chain of chip design, manufacturing, and commercialization.

FPT is implementing commercial chip projects in Vietnam; collaborating with universities, research centers, and other digital technology businesses to establish a "learn - internship with pay - immediate employment" training model, developing human resources at three levels from basic to advanced and preparing them for the market. FPT also proposes establishing a "one-stop shop for semiconductors" in key localities, applying preferential mechanisms for projects with spillover effects on human resources and the supply chain.

“With its position as a center for digital technology, innovation, and entrepreneurship, Da Nang possesses many favorable conditions for developing the digital technology industry, especially in the semiconductor and artificial intelligence fields. FPT is one of the pioneering enterprises in deploying pilot projects in strategic digital technology infrastructures such as Da Nang Software Park No. 2, the FPT Complex, along with artificial intelligence data center projects, chip research laboratories, and semiconductor integrated circuit Lab-Fabs.”

"Da Nang could become a national product testing station, where Vietnamese chips are verified before being expanded nationwide, contributing to the realization of Resolution 57-NQ/TW on breakthroughs in science, technology, innovation, and national digital transformation," Mr. Thanh commented.

Besides large enterprises like FPT Group, pioneering technology companies in Da Nang have long focused on their own software products, not operating on an outsourcing model, such as: FAST Enterprise Management Software Joint Stock Company, which specializes in developing and providing software products for the domestic market such as accounting software and enterprise resource planning (ERP); BRAVO Software Joint Stock Company, with its BRAVO ERP software, provides financial and accounting management and production management solutions for domestic businesses…

Meanwhile, small and medium-sized enterprises (SMEs) in Da Nang are also following the trend of creating high value-added products, such as: BAP Investment and Technology Joint Stock Company, which develops mobile applications, artificial intelligence systems, and the Internet of Things; Vietnam Artificial Intelligence Joint Stock Company (AIAIVN), which focuses on developing AI-based products such as automated advisory systems and autonomous driving systems; and Acronics Solutions Co., Ltd., which designs integrated circuits (FPGAs) and specialized network infrastructure…

Opening up new areas of development.

According to the Department of Science and Technology, digital technology businesses in Da Nang have significantly shifted from outsourcing to product development, with the proportion of revenue from outsourcing decreasing sharply from 72% to 34%. The digital technology workforce comprises approximately 50,000 people, of which 22,000 are directly involved in creating software and digital content products, accounting for 45% of the city's total IT workforce (the national average is around 15%).

The results of digital transformation have opened up opportunities for the development of the semiconductor industry. To date, the city has attracted more than 70 businesses operating in the semiconductor and artificial intelligence sectors, including large foreign direct investment (FDI) enterprises and design centers and offices of prestigious global corporations such as Marvell, Synopsys, Uniquify, Synapse, Savarti (USA) and Renesas (Japan). A prominent domestic enterprise is FPT Semiconductor (part of the FPT Group).

A highlight of the city's semiconductor development is the Advanced Semiconductor Packaging Technology Production Laboratory (Lab-Fab) project, with an initial investment of VND 1,800 billion, located in Da Nang Software Park No. 2. This is a pioneering project in Vietnam integrating multiple functions: research (lab), pilot production (fab), and human resource training. The project creates a closed loop, facilitating the rapid transfer of scientific and technological research (R&D) results directly to pilot production, laying the foundation for the commercialization of "Make in Vietnam - Make in Da Nang" products.

In addition, the City People's Council recently approved the implementation of a project to invest in computing infrastructure to serve research and development of semiconductor chip design and artificial intelligence (AI Lab) with a budget of 200 billion VND from the city budget, expected to be put into operation in December 2026.

According to Mr. Le Son Phong, Deputy Director of the Department of Science and Technology, in 2025 the city plans to issue additional resolutions to support the development of digital technology human resources, provide budget support for key digital technology production projects and semiconductor chip projects. Da Nang aims to have the digital economy account for at least 35% of GRDP by 2030; the digital technology industry become a driving force for growth; and an international-level innovation and startup center and a high-quality human resource training center will be established.

“The city is investing heavily in specialized infrastructure such as Lab-Fab and AI labs, creating a ‘physical ecosystem’ and the best support mechanisms for research, testing, and commercialization of products, aiming to shorten the gap from idea to product ‘make in DaNang,’ thereby attracting and retaining talent and major technology corporations,” Mr. Phong said.
