On the morning of December 5, the Hanoi Supporting Industry Enterprises Association (HANSIBA) held an extended Executive Committee meeting to review activities in 2025 and plan for work implementation in 2026.
International connection, training and cooperation
Reporting at the conference, Mr. Tran Phuong Lam, General Secretary of HANSIBA, said that 2025 is the period when the supporting industry community in the capital recovers from the pandemic and responds to global economic fluctuations. The Association has proactively organized training programs, investment promotion, supply-demand connection and international cooperation, creating substantial results for member businesses.

A highlight is connecting member businesses to implement "intra-bloc transactions", supporting ordering and production cooperation. The Association also signed a contract for training and consulting on AS9100 Certification - Aerospace Industry Quality Management System with Vietnam - Japan Consulting, Investment and Development of Supporting Industries Company Limited (VI-JA CID), paving the way for Vietnamese businesses to access quality management standards for the aviation and aerospace industry. From there, they can participate more deeply in the component supply chain and expand to many other high-tech manufacturing fields.
HANSIBA coordinates with domestic and foreign departments, branches and organizations to organize many trade promotion activities, fairs and exhibitions to promote products, connect businesses in the fields of mechanics, electricity - electronics, components and accessories. At the same time, the association regularly grasps the production and business situation, summarizes difficulties and problems and reports to the authorities, contributing to the development of timely removal policies, supporting businesses to recover and adapt to the market.
Another notable success is the cooperation of HANSIBA with N&G Group and Onaga Group (Japan) to deploy the Japanese Technopark Complex in the South Hanoi Supporting Industrial Park (HANSSIP). The project builds a modern production model, linking Vietnamese and Japanese enterprises to participate in the global supply chain, including large corporations such as Boeing (USA). Currently, three factories have been built, one factory is in operation, and is considered by the Japanese Embassy as a symbol of industrial cooperation between the two countries.
These activities are highly appreciated by the business community, contributing significantly to the development of the capital's supporting industry, and at the same time creating a premise for Hanoi to attract more high-quality FDI projects.
Adhere to strategic resolutions and improve business capacity
Regarding the direction for 2026, Mr. Tran Phuong Lam said that HANSIBA will closely follow the Central's strategic resolutions, including: Resolution 57-NQ/TW on breakthroughs in science and technology development, innovation and digital transformation; Resolution 59-NQ/TW on international integration; Resolution 66-NQ/TW on innovation in law making and enforcement; Resolution 68-NQ/TW on private economic development; Resolution 115/NQ-CP dated August 6, 2020 on promoting the development of supporting industries.

The Association aims to increase the number of member enterprises directly producing supporting industry products to 1,000 units, while strengthening the quality of enterprises to participate in the global production chain in key areas such as mechanical engineering, aerospace components, automobiles, electrical equipment, electronics, defense industry and other basic industries.
HANSIBA focuses on supporting businesses in training high-tech human resources, import-export consulting, international certification, technology transfer and connecting with FDI enterprises in HANSSIP, Phu Yen, Tay Ninh and other industrial zones. At the same time, the Association promotes capital cooperation, helping businesses access preferential loan packages from the Vietnam Development Bank (VDB), Hanoi Development Investment Fund and the commercial banking system.
A key task is to accompany the implementation of the next phases of HANSSIP Industrial Park - the first specialized industrial park model in the country. With phase 1 having filled 100% of the area, the association expects phase 2 to attract more projects from Japan, Korea, the EU, especially high-tech component manufacturing enterprises.
Proposing policies, opening a "runway" for businesses
To promote the supporting industry, the HANSIBA Executive Board recommends that the Government soon develop the Supporting Industry Law, creating a stable legal corridor for long-term investment. At the same time, the association proposes a specific credit solution package for supporting industry enterprises, with preferential interest rates, longer loan terms, higher limits and flexible guarantee conditions. The Vietnam Development Bank is recommended to be the focal point for providing preferential capital, while allowing private enterprises to access ODA capital and foreign loans to invest in equipment and technology from Japan, Korea and the EU.
For Hanoi, HANSIBA hopes that the city will continue to issue preferential policies to promote the development of the Vietnam - Japan Technopark Complex and production linkage models at the HANSSIP Industrial Park, considering this as the foundation for forming Technoparks in the three regions of the North - Central - South, creating a modern, international-standard production network.

Mr. Nguyen Quang Vinh, Vice President of the Vietnam Chamber of Commerce and Industry (VCCI), emphasized that in 2026, the Association needs to clearly define the action program for each member enterprise. The orientations are not only associated with the "four pillars" but also expanded into a "set of seven" key resolutions, including Resolution 70 on energy security; Resolution 71 on breakthroughs in education and training; Resolution 72 on healthcare. The combination of the 7 Resolutions is the strategic orientation for the Association and member enterprises to build an action program for 2026. This will be the foundation for each enterprise to identify key tasks, proactively adapt to new requirements of the economy and seize opportunities from the country's deep integration process.
Sharing at the conference, representatives of supporting industry enterprises said that currently, Vietnamese supporting industry enterprises still face many difficulties when participating in the FDI supply chain, due to limited management capacity and lack of practical experience, while FDI enterprises are not required to increase the localization rate. With an electronic export turnover of 120 billion USD, Vietnamese enterprises only contribute less than 5%, most of the value belongs to foreign enterprises.
Therefore, the association needs a strong voice to promote FDI enterprises to increase the localization rate, while supporting Vietnamese enterprises in accessing capital, premises, technology transfer and human resource training, helping to improve production capacity, increase the localization rate and develop sustainably.
In addition, the new Executive Committee needs to translate its orientation and statements into concrete actions. Promotion activities, business connections, factory tours, specialized training, and participation in international fairs and exhibitions should be organized periodically, with detailed plans. These programs help member businesses accumulate experience, access technology, expand partnerships, and improve global competitiveness.
In his concluding remarks, Mr. Nguyen Hoang, Chairman of HANSIBA, affirmed that he would accept all comments and contributions because this is an important foundation for implementing the 2026 plan. At the same time, he will link all activities to bring practical benefits to businesses, contributing to the economic development of the capital and the country.
Evaluating the directions of Hanoi City, with the target of GRDP growth of 11% in 2026, of which industry will increase by 9.5%, Mr. Nguyen Hoang said that this is a very favorable opportunity for the capital's supporting industry enterprises to rise up, exploit the maximum development space, and at the same time participate deeply in the city's socio-economic development orientation.
With the necessary and sufficient conditions that Hanoi currently has, combined with a positive growth target, HANSIBA believes that the high-tech and supporting industry business community will seize this opportunity, actively contribute to the economic growth of the capital, and at the same time affirm its position in the new era of integration and development of the country.
HANSIBA identifies the benefits and sustainable development of member businesses as top priorities, while expanding links with provincial and international businesses to form a wider production network, participating deeply in the ASEAN and global value chain.
