Vietnam has passed the initial stage of digital transformation.

According to the leader of the Ministry of Science and Technology, after 5 years of digital transformation, Vietnam has passed the starting stage: focusing on raising digital awareness, building infrastructure, platforms and basic public services.

On the morning of October 21st in Hanoi, the Ministry of Science and Technology organized a program to celebrate the National Digital Transformation Day 2025 with the theme: "Digital Transformation: Faster - More Efficient - Closer to the People."

This theme clearly reflects the political determination of the Party and Government, and the aspirations of the entire nation: to make digital technology the main driving force of national development, to make digital transformation truly a part of life, and to bring practical benefits to people, businesses, and society as a whole.

The basic foundation for national digital transformation has been established.

The event reviewed the journey of the National Digital Transformation, starting from 2020 to the present. From its inception to its breakthroughs, it has grown and increasingly created practical results in all aspects: awareness, institutions, digital government, digital economy , and digital society. The achievements in national digital transformation across all sectors, fields, and localities are ushering in a new digital era, where technology and data become the driving force for growth and productivity enhancement.

Some key achievements include: a digital government with 80% of public services processed entirely in the digital environment; a digital economy accounting for nearly 20% of GDP; a digital society with 100 million digital citizens; and digital technology being popularized in every village and household. These are the results of sound leadership, unity, effort, and creativity from the entire political system.

Speaking at the event, Permanent Deputy Minister of Science and Technology Vu Hai Quan emphasized: "After 5 years of digital transformation, we have passed the initial phase. In this phase, we focus on raising digital awareness, building infrastructure, platforms, and basic public services."

The above results show that the foundation for national digital transformation has been fundamentally established, from service infrastructure to institutions. According to Deputy Minister Vu Hai Quan, Vietnam is ready to enter a new phase with higher determination and more decisive action. However, there is still much work to be done to ensure that digital transformation truly brings a tangible impact to socio-economic development and people's lives.

How does digital transformation enter its new phase?

2025 is a pivotal year, marking the end of the 5-year implementation of the National Digital Transformation and opening up Phase 2 (2026-2030). In this new phase, Vietnam must focus on substance, creating real impacts on the socio-economic landscape, rather than merely achieving intermediate results.

According to Permanent Deputy Minister Vu Hai Quan, the next five years will be a period where we must undergo digital transformation on a deeper and broader scale, focusing on creating concrete socio-economic value. "The highest goal of digital transformation in this later period is to translate the achievements of digitalization into economic growth, improve productivity, enhance national competitiveness, and improve governance efficiency and decision-making quality at all levels. In other words, we must aim for the ultimate result, measured by the benefits brought to the people, businesses, and the economy," he said.

Emphasizing that "Being Closer to the People" is a core focus of this year's digital transformation theme, Mr. Quan stated: "Being closer to the people means, first and foremost, narrowing the digital divide and ensuring that no one is left behind. Every Vietnamese citizen, whether in rural, mountainous, or urban areas, must have access to digital amenities. Being closer to the people also means that the government serves the people better thanks to technology."

Vietnam is moving towards a smart and inclusive state, where all governance decisions are based on real-time data, and citizens are served with comprehensive, paperless, and personalized online public services.

Finally, according to Permanent Deputy Minister Vu Hai Quan, getting closer to the people also lies in building digital trust in society. People will only truly participate actively in digital transformation when they see it as genuinely beneficial to themselves, when they have confidence that the digital environment is safe and their rights are fully protected.

"We believe that the national digital transformation will achieve great success in 2025 and the years to come. Faster to keep pace with the times, more efficient so that every resource maximizes its value, closer to the people so that all Vietnamese citizens can share in the fruits of development. That is the path of comprehensive digital transformation that we have been and will continue to steadfastly pursue," said Permanent Deputy Minister Vu Hai Quan.

A highlight of the program was the vivid recreation of how citizens apply digital technology to their daily lives, demonstrating that digital transformation is becoming increasingly accessible, understandable, easy to implement, and delivers practical results.

After five years of implementing the National Digital Transformation Program, the concept of "digital citizen" has become familiar. These are individuals who use technology and the Internet responsibly, efficiently, and safely, contributing to increased labor productivity and improved quality of life.

At the program, the Ministry of Science and Technology also honored collectives and individuals who have demonstrated innovative, proactive, and decisive approaches in the national digital transformation process, recognizing their intellectual and dedicated contributions to the country's digital transformation progress.

At the same time, the Ministry of Science and Technology also announced the results of the 2024 Digital Transformation Index (DTI) ranking of provinces and centrally-administered cities. Accordingly, Thanh Hoa province ranked 5th in digital transformation in 2024, Ho Chi Minh City ranked 4th, Hai Phong city ranked 3rd, and Hue city ranked 2nd. After 4 years of implementation, Hanoi city ranked first for the first time in digital transformation among provinces and centrally-administered cities. The annual DTI index is considered an important basis for reflecting the readiness and effectiveness of digital transformation implementation nationwide.
