On the morning of December 13th in Hung Yen, under the chairmanship of the Ministry of Public Security , the National Data Association, in collaboration with the British University Vietnam, organized an international conference on the Data Economy.
With the theme "New Ideas - New Policies - New Opportunities," the conference holds particular significance in the context of the world entering the Data Age - an era where data becomes a strategic resource, directly shaping productivity, innovation, and national competitiveness.
The workshop was attended by 350 representatives from ministries, government agencies, diplomatic missions, international organizations, technology companies, universities, and research institutes both domestically and internationally.

In his opening remarks, Major General Nguyen Ngoc Cuong, Director of the National Data Center and Vice President of the National Data Association, emphasized that this conference is not only for academic exchange. It serves as a forum laying the foundation for regional and international cooperation on the data economy, where Vietnam hopes to connect more deeply with leading universities worldwide, policy-making bodies, international research organizations, global technology companies, and a network of data and AI experts.
Representatives of the organizing committee expect today's event to open up three avenues for long-term cooperation. First, collaborative research on data economics and data value measurement, particularly models based on OECD, EU, UK, and Australian standards, to develop a data economics index for Vietnam. Next, cooperation in data governance and data security, including data standards, data sharing, data rights, and the protection of national data sovereignty. Finally, cooperation in training high-quality human resources between Vietnam and international research centers to build capacity in data analytics, data economics, and artificial intelligence.
"This is not just about collaboration between institutes, universities, and experts. This is about the desire to build an international network on the data economy, with Vietnam as a connecting point for the Southeast Asian region," Major General Nguyen Ngoc Cuong emphasized.
According to the organizers, this international conference is held with three layers of significance: New ideas to help shape a new approach to national development; New policies requiring the formation of a unified national data governance architecture; and New opportunities that will create new growth drivers and elevate the nation's standing.

The workshop was designed as a strategic dialogue: how to transform data into infrastructure, infrastructure into capabilities, and capabilities into national strength. This was not just a professional event, but a forum laying the foundation for a new development mindset for Vietnam – a mindset that places data at the center of the future economic architecture, linked to national sovereignty, productivity, and prosperity.
This event affirms Vietnam's desire to enter the Data Age proactively, strategically, and with a vision. The workshop also contributed to the formation of scientific and practical arguments to affirm and promote the role of the Ministry of Public Security in national data governance, based on its specific capabilities in source data infrastructure, data security, and unified coordination.
This is an important step for Vietnam to develop its national data governance architecture; developing the data economy will become a new growth engine and create a foundation for Vietnam to make breakthroughs in the next decade.
