On the morning of December 13th in Hung Yen, the Ministry of Public Security hosted an international workshop on the Data Economy, attended by 350 domestic and international delegates. This event marked a significant milestone as Vietnam officially established its national data governance architecture.
In his opening remarks, Major General Nguyen Ngoc Cuong, Director of the National Data Center, affirmed that the world has entered a new phase. "If the 20th century was driven by oil and heavy industry, then the 21st century is driven by data, knowledge, and analytical capabilities," said the representative of the National Data Center.
Data has now become a factor of production on par with land, labor, and capital. Data is valued, traded, and exploited to enhance productivity. Data contributes directly to GDP in many OECD and European economies .
Vietnam is not outside this trend. The government has assigned the Ministry of Public Security as the national focal point for data. The Ministry is implementing the National Data Center, building a nationwide data connectivity system, and establishing a unified data standard.
Raymond Gordon, President of the British University Vietnam, emphasized that data is not just a technology story. Data is the architecture of a new nation's development. Data is linked to rights, trust in institutions, and the legitimacy of the digital system.
"The data economy is not simply a technology story. It's a new national development architecture, involving how a nation designs its infrastructure, governance, human resources, trust framework, and ability to transform information into value safely, responsibly, and at scale," Raymond Gordon emphasized.
The workshop raised four major questions: Which data-driven economic model is suitable for a rapidly growing country like Vietnam? How does data generate productivity? How can data assets be measured? What legal framework is needed for safe and transparent data exploitation?
The organizers anticipate three long-term areas of cooperation. Firstly, research on data economics according to OECD, EU, UK, and Australian standards. Secondly, cooperation in data governance and security. Thirdly, training high-quality human resources in data analytics and artificial intelligence.
"This is not just about collaboration between institutes, universities, and experts. This is about the desire to build an international network on the data economy, with Vietnam as a connecting point for the Southeast Asian region," Major General Nguyen Ngoc Cuong emphasized.
The National Data Center will create a trusted data layer for digital government. The center will provide infrastructure for AI and digital services. It will standardize nationwide data connectivity and ensure data sovereignty.
Besides academic exchange, the conference organizers hope to lay the foundation for international cooperation on the data economy. Vietnam wants to connect with leading universities, policymakers, and global technology companies.
Vietnam is entering the Data Age with great determination. Data will become a driving force for growth, an economic asset, and a strategic infrastructure. This is a crucial step in developing the data economy and creating a foundation for breakthroughs in the next decade.
