Building and developing, taking care of people's lives is always the top priority of Quang Ninh province. In particular, the province identifies social housing development as one of the pillars to improve people's quality of life, taking better care of workers. Accompanying the province, enterprises also proactively implement the policy of social housing development, contributing to promoting sustainable socio -economic development, realizing the goal of building Quang Ninh into a centrally-run city before 2030.

Resolute government, proactive businesses
As a key economic area of the Northern region and the whole country, Quang Ninh province has a large number of workers from other provinces and cities coming to live and work. The demand for housing is increasing day by day, while owning a house in many urban areas is also becoming extremely difficult for low-income people. Most of the workers working in companies, factories and enterprises have to rent houses, living conditions, security, order and hygiene are not guaranteed.
Over the years, Quang Ninh province has always been interested in finding solutions to develop housing for workers and low-income people. In particular, developing housing for workers in the coal industry, in industrial parks and housing for low-income people is one of the solutions to concretize the breakthrough in developing high-quality human resources, skilled workers associated with rapid increase in scale and improvement of population quality.

The development of social housing is reflected in the resolutions of the Provincial Party Congresses, the action programs of the Provincial Party Committee and the directions of the Provincial People's Council and People's Committee. The Executive Committee, the Standing Committee of the Provincial Party Committee, especially the heads of the Party Committees have resolutely directed the planning work, prepared clean land funds, locations, premises, utilities and connectivity to remove the "bottleneck" of housing for workers and low-income people from other places coming to work in Quang Ninh.
The province also issued policies to encourage the development of social housing, notably: Resolution No. 143/NQ-HDND (dated December 7, 2018) of the Provincial People's Council "Housing support policy to attract workers to work at enterprises in the Hai Ha seaport industrial park until 2020"; Resolution No. 128/NQ-HDND (dated December 9, 2022) "On the socio-economic development task in 2023, identifying solutions to promote the effective implementation of the Project on developing social housing, housing for coal industry workers, industrial park workers"...
The Provincial People's Committee also approved many projects, programs and plans on housing: Housing development program to 2020; Housing development program to 2030; Housing development project for workers and laborers in the coal industry and industrial parks; Housing development plan for industrial park workers in the period 2017-2020; Plan to implement the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period 2021-2030 according to Decision No. 338/QD-TTg (dated April 3, 2023) of the Prime Minister ...
On that basis, Quang Ninh province has proactively used economic resources, land funds, and planning for implementation. In construction planning and urban planning projects, the province has oriented and determined land fund locations for social housing construction. By the end of 2023, the whole province has planned over 660 hectares of land, accounting for 20% of the land fund of commercial and urban housing projects attracting investment in social housing construction; about 55.5 hectares of land for industrial park worker housing construction; the coal industry has planned about 5 hectares for housing construction for workers... Quang Ninh province has arranged enough land fund for social housing development, basically planned and arranged in locations with synchronous technical infrastructure, social infrastructure, ensuring convenient connection...
In order to strongly attract investment resources, from programs, projects, plans, land funds for social housing construction are publicly announced for businesses to pay attention to and study and implement. At the same time, Quang Ninh province has resolutely directed to promote administrative reform, shorten procedures, reduce appraisal and approval time to speed up project implementation progress; assign officers in charge of each locality, closely monitor and urge tasks; organize many meetings, direct units, localities, investors to well implement the tasks and solutions set out on the basis of an overall assessment of the situation suitable for each project group, and at the same time focus on specific projects, with a timeline for completing the work, assigning responsibilities to each agency, unit, and leader.

Mr. Hoang Phi Truong, Deputy Secretary of the Party Committee, Chairman of the People's Committee of Quang Ha Commune, said: Quang Ha has a large number of workers working at Hai Ha Seaport Industrial Park. Therefore, housing for workers plays an important role not only in ensuring accommodation and stabilizing their lives, but also in contributing to maintaining security and order in the area, attracting investment, promoting the local socio-economic development as well as stable business development. Therefore, the locality has created the most favorable conditions, provided maximum support, and accelerated the settlement of administrative procedures for Hai Ha Vietnam Industrial Park Co., Ltd. to start the social housing project for workers at Hai Ha Seaport Industrial Park, Quang Ha Commune, Quang Ninh Province - Phase 1 in mid-August 2025. This is a key project, providing stable and comfortable accommodation for workers working at this Industrial Park and neighboring areas in the commune.
Adhering to the guidelines of the Party, the State and Quang Ninh province, joining hands to realize the dream of housing for many workers, recently, Vietnam National Coal - Mineral Industries Group (TKV) has devoted large resources to investing in building housing for workers. Up to now, 14 underground mining units under TKV have invested in 25 collective housing and apartment buildings for workers, meeting the housing needs of more than 6,800 people.
TKV is implementing a plan to build high-rise apartments to serve workers with more than 1,000 rooms, with a capacity of 1-4 people/room. Typically: Khe Cham Coal Company built an 11-storey apartment building with 400 rooms; Thong Nhat Coal Company built an 11-storey apartment building with 68 rooms; Ha Lam Coal Joint Stock Company built a 12-storey apartment building with 100 rooms; Nui Beo Coal Joint Stock Company built a 12-storey apartment building with 440 rooms. The total investment for the projects is more than 760 billion VND.
Mr. Le Thanh Xuan, Chairman of TKV Trade Union, said: The Group has a large number of employees, most of whom come from other localities to work. In recent times, in addition to the welfare policy for union members, ensuring housing conditions has always been a top priority for TKV. TKV has directed units to arrange appropriate resources, effectively exploit land funds, and make the most of the province's support to implement projects to build collective houses and apartments for employees. Up to now, most of TKV's employees live in collective houses and apartments fully equipped with air conditioners, water heaters, washing machines, televisions, refrigerators, wifi and a green, clean and beautiful space.
Complete difficult goals
The 2023 Housing Law has been enacted to remove shortcomings, ensure compliance with reality, and create motivation to promote the development of social housing for workers and low-income people. Implementing the Law and detailed decrees and instructions, Quang Ninh has promptly issued implementing regulations. At the same time, strengthening leadership and direction to accelerate investment attraction for social housing projects, shortening the time to handle administrative procedures, enhancing propaganda on regulations, policies, projects, eligible subjects to buy houses, publicizing the list of eligible subjects to buy houses, closely monitoring project implementation from investment procedures, construction to apartment handover... On that basis, social housing investment enterprises benefit from the maximum policies from the Law and decree, the investment environment is open, security and order are ensured.

With the improved legal institutions, the strong direction of the province and the efforts of enterprises, Quang Ninh is strongly attracting investors for social housing projects. It can be mentioned that the social housing project in the residential area of Ngan Ban hill (Ha Lam ward) was approved by the Provincial People's Committee in Decision No. 386/QD-UBND ( dated February 14, 2022) and approved the investor according to Decision No. 1389/QD-UBND ( May 27, 2022). With the maximum support and attention of the province, units, localities and the determination of investors, on October 30, 2022, This social housing project was started on an area of nearly 26,000m2 . Of which, the construction area is over 7,400m2 ; green land is over 5,000m2 ; technical infrastructure land is over 13,300m2 . Project items: Technical infrastructure system within the project and connection to the common technical infrastructure of the project. Bank Hill Residential Area project; 3 apartment buildings, including 2 buildings with 19 floors above ground, 1 mezzanine, 1 technical floor; 1 building with 17 floors, 1 mezzanine, 1 technical floor, 1 semi-basement; total floor area of over 125,000m2. The project creates 986 apartments, of which 790 are for low-income people and workers. The project has a total investment of about 1,361 billion VND. As of June 2025, the project was completed and currently over 400 apartments have been handed over to people for stable living.
Mr. Vu Tuan Anh, Deputy General Director of Global Financial Investment Consulting Joint Stock Company, said: According to the Housing Law 2023 and the Decree detailing a number of articles of the Housing Law on the development and management of social housing, the Company has enjoyed incentives on business areas for services, trade, and commercial housing ; does not have to carry out procedures for determining land prices, calculating land use fees, exempted land rent; does not have to carry out procedures for requesting exemption of land use fees, land rent, etc. At the same time, simplify procedures for buying and renting social housing; simplify procedures for determining conditions for enjoying support policies to shorten the review time, reduce the workload for people, businesses and the government; remove obstacles in conditions for buying houses. Quang Ninh province always accompanies and provides maximum support to businesses in the process of implementing projects. Housing projects The social housing project in the Bank Hill Residential Area was completed 6 months ahead of schedule. This is an important motivation for the enterprise to continue implementing two social housing projects in Quang Ninh.
From the completion of the National Assembly's institutions, the implementation of the Government's legal documents with a series of continuously supplemented and amended policies, the development of social housing across the country has achieved significant progress. In the first 9 months of 2025, the whole country built 132,616 social housing units, with 73 new projects started, with a scale of up to 57,815 units. 50,687 units out of the total target of 100,275 units have been completed, reaching a rate of 50.5%. It is expected that by the end of 2025, 38,600 more units will be completed, bringing the total to 89,007 units, reaching 89% of the set target. These figures show a clear acceleration compared to previous years, especially compared with the still uncertain global economic context.
Quang Ninh is one of 16 localities expected to achieve or exceed the Government's target for social housing construction in 2025. With the completion of 2,288/2,201 social housing units, reaching 104% of the target. This is a testament to the close coordination between the central and local levels, with many ministries and branches implementing well the Prime Minister's instructions, practically bringing the National Assembly's laws into life.
To continue promoting and creating stronger changes in social housing development, the National Assembly has just issued Resolution No. 201/2025/QH15 (dated May 29, 2025) on piloting a number of specific mechanisms and policies for social housing development. Immediately after that, the People's Committee of Quang Ninh province proactively issued a notice of the direction of the collective leadership of the Provincial People's Committee at the meeting on June 29, 2025, including strong direction on the implementation of Resolution 201/2025/QH15... The Provincial People's Committee also Approved adjustments and supplements to the Housing Development Plan in the province for the 2021-2025 period, planning to develop 43 social housing projects with about 55,000 apartments ...
In particular, the province has increased information, specified steps to attract and invest, and many solutions on administrative procedures, contributing significantly to removing obstacles and reducing procedures in implementing social housing investment, such as: Assigning investors without going through bidding has reduced about 200 days, equivalent to about 70% of implementation time compared to previous regulations; not requiring the steps of preparing, appraising, and approving detailed planning tasks..., reducing 65 days; eliminating procedures for appraising investment feasibility study reports at specialized construction agencies; exempting construction permits for cases of applying sample designs, typical designs...

Thus, right after Resolution No. 201/2025/QH15 took effect, Quang Ninh province had a good sign when the first social housing project started construction, which is the social housing project on the land fund with the symbol OXH-01 belonging to the Urban Area project in Cao Thang, Ha Khanh and Ha Lam wards of Ha Long city (now Cao Xanh and Ha Lam wards, Quang Ninh province). The project started construction on September 30, 2025, is the first social housing project to carry out procedures for assigning investors without bidding, with a total investment of about 968 billion VND from non-budgetary capital, the project uses more than 1.5 hectares of land with a scale of a 19-storey building. The project is expected to be completed and put into use in the fourth quarter of 2027, creating 850 apartments with an area of 50-60m2/apartment, serving about 3,400 people, mainly workers and low-income people.
Mr. Tran Trong Nghia, Branch Director of Tu Liem Urban Development Joint Stock Company - Lideco Ha Long, said: The social housing project in Cao Xanh and Ha Lam wards is the third project that the Company has implemented in Quang Ninh. During the project implementation process, from investment preparation to groundbreaking, the Company has always received attention from Quang Ninh province. As soon as the decision to assign the investment policy was issued by the Provincial People's Committee on July 29, 2025, the Department of Construction chaired with the Department of Agriculture and Environment, Cao Xanh Ward People's Committee, Fire Prevention and Rescue Police Department (Quang Ninh Police) to work with the investor to discuss solutions to speed up the project's groundbreaking progress. After 21 days since the Provincial People's Committee decided to assign the investor, Cao Xanh Ward People's Committee issued a decision to assign land, hand over the field and issue a certificate of land use rights. Notably, just 2 days after receiving the complete documents from the investor, the Department of Construction issued Construction Permit No. 123/GPXD-SXD to Tu Liem Urban Development Joint Stock Company to be allowed to construct the project in phases. This is truly an important motivation for the investor to quickly start the project as planned.
Not only the above social housing project, right after Resolution No. 201/2025/QH15 was issued, the whole province had 3 more projects assigned to investors with over 4,000 social housing units: social housing at 20% land fund of the housing group project northwest of Tran Thai Tong street in Cao Xanh ward; social housing at land lot AOM-72 in the Zoning Plan 2 of Cao Xanh ward; social housing at 20% land fund of the resort project combining commercial services and housing in Ha Tu ward.
The Department of Construction is submitting to the Provincial People's Committee for investment policies for 3 projects with over 9,500 social housing units and is appraising the documents of 5 projects with a total of about 18,129 social housing units.
With the Party's guidelines, policies and laws of the State, Quang Ninh province with practical solutions has created important results in caring for the lives of workers and low-income people. This is a clear demonstration of the viewpoint "For the happiness of the people" that Quang Ninh has persistently implemented in every stage. The above results further affirm the great significance and influence of the laws and resolutions of the National Assembly that have practically entered life, creating great value of long-term strategy and sustainable development of the country.
