Culture - the regulatory system for development
Delegate Bui Hoai Son (Hanoi) expressed his agreement and appreciation for the spirit of innovation, strategic vision and comprehensiveness of the draft Political Report submitted to the 14th National Party Congress.
He emphasized that the highlight of special significance is putting cultural and human development on par with economic , political and social development, considering this as the foundation, endogenous strength and regulatory system for the country's rapid and sustainable development.
According to the delegate, the clear affirmation that "human resource development and cultural development truly become the foundation, endogenous strength, and great driving force for the rapid and sustainable development of the country" is not only a declaration of the role of culture but also a repositioning of culture in the national development model.

He said that the content on building and implementing the national value system, cultural value system, family value system and Vietnamese human standards is one of the most important pillars of this draft - the "cultural gene code" of the nation.
Delegates suggested that it is necessary to specify these value systems in the Political Report so that when implemented, there will be a higher unity of action.
Along with that, emphasizing the development of cultural industry, entertainment industry, heritage economy and cultural services is a strategic step, opening up new economic space in the knowledge economy.
He said that there needs to be a breakthrough policy on finance, credit, copyright and investment for cultural creation, especially supporting cultural enterprises, artists and grassroots cultural institutions.
Delegate Bui Hoai Son also emphasized the need for comprehensive development of Vietnamese people in terms of morality, intelligence, physical strength, aesthetics, life skills and creativity, considering people as both the target and the subject of development. According to him, investing in culture and people is the investment with the highest socio-economic efficiency.
A notable point is that the National Target Program on Cultural Development for the 2025-2035 period is assessed by him as a breakthrough step, demonstrating the attention of the Party and State in creating stable, long-term resources for cultural development.

He suggested that it is necessary to further specify policies on the market for digital cultural products and services; digital transformation in heritage, performing arts, publishing and museums to soon form a national digital cultural ecosystem, bringing Vietnamese culture to the world using Vietnamese technology.

The delegate suggested adding the phrase "modern, advanced, imbued with national identity" to the content of "building and developing literature and art", to more clearly demonstrate the thinking of building a Vietnamese culture that is both modern and imbued with traditional values.

Regarding the assessment of the work of building and developing Vietnamese culture, the female delegate suggested adding comments on the two-sided impact of globalization and industry 4.0 on national culture, avoiding the risk of "cultural invasion" and dependence on stronger cultures.
Delegate Tran Thi Thu Dong also said that the draft needs to clarify the thinking and breakthrough solutions to develop culture and arts, and encourage economic sectors, especially businesses, to participate in investing in literary and artistic creation.
She proposed adding the orientation of "developing creative culture and visual culture in digital space", considering this an important factor in the era of social networks and artificial intelligence, aiming to orient the aesthetics and social responsibility of citizens in the online environment.

In addition, she proposed having more specific policies in nurturing and promoting the team of artists, especially young talents; strategic investment in cultural industries associated with digital transformation; preserving and promoting the value of national cultural heritage in the context of globalization; developing green, modern, smart urban areas with their own cultural identity.
