With the determination to create a clear change in the work of building and beautifying urban and residential areas, on the morning of November 5, 10 reorganized communes and wards in the province simultaneously launched the Campaign "100 days and nights to improve the quality of urban areas". The policy was implemented methodically and synchronously, quickly receiving consensus and strong response from cadres, party members and people. The spirit of high consensus is being concretized through practical tasks such as infrastructure improvement, landscape renovation, contributing to realizing the goal of building Quang Ninh into a centrally-run city before 2030.

Implementing the Resolution of the 16th Provincial Party Congress and the Resolution of the 1st Congress of Ha Long Ward Party Delegates, term 2025-2030, Ha Long Ward identified upgrading urban infrastructure and renovating residential areas as key tasks throughout. This is not only an inevitable requirement in the process of urban development, but also demonstrates the determination to improve the quality of life of the people, building a civilized and modern ward. Ha Long Ward identified the Campaign "100 peak days of building and improving the quality of urban areas and residential areas" as a broad political activity, a breakthrough moment, mobilizing the combined strength of the entire political system and people according to the motto "The State and the people work together".

In the coming time, Ha Long ward identifies "hard infrastructure" as a modern, synchronous urban infrastructure system and "soft infrastructure" as the awareness, consciousness, discipline and sense of responsibility of the people in joining hands to build a civilized lifestyle. When these two factors are closely linked, it will create a sustainable foundation for each street and each residential area to change significantly in both appearance and quality of life. On that basis, the ward focuses on accelerating the progress of projects, adjusting reasonable planning, effectively managing and exploiting land funds, and thoroughly handling surplus public assets. At the same time, strengthen propaganda and mobilize people to participate in environmental improvement and sanitation, planting trees, and building model residential areas, each area has at least one typical model. From there, realize the goal of "building Ha Long ward into a key, exemplary, prosperous, civilized, affectionate and happy ward".

Implementing the Campaign "100 days and nights to improve urban quality and residential infrastructure", Tuan Chau ward carried out 4 phases with the highest determination. The ward focused on reviewing, adjusting planning and improving the quality of urban infrastructure in residential areas; developing green spaces, outdoor entertainment and community activities; and restoring urban order.

In addition, the ward adjusted the medium-term public investment plan for 2021-2025 with an additional capital of 103.5 billion VND allocated to 10 new projects starting in 2025. To successfully implement the campaign, creating consensus among cadres, party members and people is a top priority for the locality. Therefore, the ward thoroughly implemented the 3 publicities: Progress, responsibility, results. At the same time, assigned the responsibility of the head in implementing the campaign to upgrade the quality of urban areas and residential infrastructure.

On that basis, the ward assigned comrades in the Standing Committee and leaders of the ward People's Committee to go to each residential area to propagate, monitor, and grasp the general situation of the people. At the same time, direct specialized agencies and regularly strengthen tight management of the implementation process to ensure synchronization of all solutions so that the campaign achieves the highest results.

The Commune People's Committee has clearly assigned responsibilities to each department, division and related unit in the entire process, from surveying the current status, developing investment plans, handling surplus assets, to converting land use purposes, recovering land funds and adjusting land records, and issuing certificates to people. The Commune proactively balances the budget, consults and submits for approval public investment plans, prioritizing implementation in residential areas with ready land to create early spillover effects. All steps are carried out publicly and transparently according to the motto "The State and the people work together", ensuring the participation of the entire political system and the consensus of the people.

The commune also determined that the campaign is not only an immediate task but also a long-term step, concretizing one of the three breakthroughs that the Resolution of the Commune Party Congress for the 2025-2030 term has identified: "Promoting the important role and position of Thong Nhat in the area north of Cua Luc Bay". Thereby, changing the face of the countryside and improving the quality of life of Thong Nhat people.

People in the neighborhood are very excited and unanimously respond to the campaign "100 days and nights to improve the quality of urban and residential areas". This is a correct, practical and meaningful policy, contributing to mobilizing people's strength together with the political system to build increasingly bright - green - clean - beautiful, civilized and livable residential areas.

In Ha Lam 4 area, four streets Hoang Hoa Tham, Hoang Van Thu, Le Hong Phong, Minh Khai were selected by the ward to be renovated and upgraded, directly related to 398 households. The construction process certainly has some impact on daily life, but the people all support, join hands, and contribute for the common good, for the spacious and modern appearance of the neighborhood in the future.

To create consensus, the Neighborhood quickly activated the Propaganda and Mobilization Team consisting of 24 members, divided into 4 groups to go to each residential group and each household to listen to their thoughts, explain, and mobilize people to voluntarily donate trees, dismantle auxiliary structures, join hands to widen sidewalks, and improve the landscape. The Party Cell determined that cadres and party members must set an example; promote propaganda through public meetings, loudspeakers, social networks, etc. to create a vibrant competitive atmosphere, together building a civilized and modern Ha Lam urban area.

I am truly grateful to Quang Ninh province and the Viet Hung ward government for their attention and direction in implementing the policy of renovating and upgrading residential areas, expanding narrow roads that have long been degraded. For many years now, the road in front of my house has been narrow, making it difficult to travel, especially on rainy and windy days, when it is flooded and difficult to move.

When hearing that the province and ward launched a 100-day and night campaign to improve the quality of urban areas and residential areas, including the project to expand and renovate infrastructure in the neighborhood, my family was very excited and fully agreed to support. To have a flat land to open the road, my family voluntarily donated part of the residential land, demolished the fence and part of the level 4 house that we had been attached to for many years. Although this affected our daily life and had to reduce the housing area, the people were happy because they understood that this was a common task, a correct policy, and in line with the people's wishes. When the road was expanded, the neighborhood was cleaner and more spacious, we felt very happy and proud.
