The Defense Inspectorate has the function of assisting the head of the competent state management agency at the same level in performing the state management function of inspection work, receiving citizens, handling complaints and denunciations, and preventing and combating corruption and negativity.

The Defense Inspectorate performs the tasks of inspection, receiving citizens, resolving complaints and denunciations, and preventing and combating corruption, waste, and negativity according to the provisions of law.

The defense inspection agencies include: Ministry of National Defense Inspectorate (Ministry Inspectorate); Military Region Defense Inspectorate; Hanoi Capital Command Defense Inspectorate (Military Region Inspectorate).

Thus, compared to the old regulation of the defense inspection consisting of 8 agencies, now the defense inspection has two levels: the Ministry Inspectorate and the level directly under the ministry (Inspectors of military regions, Hanoi Capital Command).

The Decree clearly stipulates the standards of defense inspectors and the standards of inspector ranks.

According to regulations, defense inspectors are officers of the Vietnam People's Army appointed to inspection ranks to perform inspection duties. Defense inspectors must meet the standards according to Article 12 of the Law on Officers of the Vietnam People's Army and Clause 2, Article 8 of the Law on Inspection.

Defense inspector ranks include: inspector; chief inspector; senior inspector.

The Minister of National Defense appoints and dismisses inspectors at the proposal of the Council for reviewing professional - technical - vocational officer titles at the Ministry of National Defense level.

Inspectors must meet the following criteria: be officers of the Vietnam People's Army; have a university degree or higher in a field appropriate to the major in the industry or field they are working in; have a certificate of professional training for inspectors and other certificates as prescribed by law on cadres and civil servants. Inspectors must have at least 2 years of work experience at an inspection agency or at least 5 years of work experience for officers of the Vietnam People's Army working in other agencies, organizations, and units transferred to an inspection agency.

The chief inspector has the following standards: being an officer of the Vietnam People's Army; having graduated from university or higher level suitable for the major in the industry or field of work; having graduated from mid-level or brigade level officer training at military or defense academies suitable for the major in the industry or field of work or having graduated from postgraduate level.

The chief inspector must have a certificate of professional training for the chief inspector rank and other certificates as prescribed; have been appointed to the inspector rank for at least 4 years or have passed the regimental command (or equivalent) or an officer holding a rank equivalent to the chief inspector rank transferred to the inspection agency and must have worked at the inspection agency for at least 1 year.

The criteria for a senior inspector include: being an officer of the Vietnam People's Army; having a university degree or higher in a field appropriate to the major in the industry or field in which they are working; having graduated from the strategic and operational staff training course at the National Defense Academy. A senior inspector must have a certificate of professional training for the senior inspector rank and other certificates as prescribed; and have a high level of political theory.

In addition, Senior Inspectors must meet the criteria of having been appointed as chief inspector for at least 4 years or having passed the division-level command (or equivalent) or an officer holding a rank equivalent to a senior inspector transferred to an inspection agency and must have worked at the inspection agency for at least 1 year.
