On the afternoon of November 1, chairing and giving a speech at the Conference to disseminate and implement the Resolution of the 1st National Assembly Party Congress, National Assembly Chairman Tran Thanh Man emphasized that the National Assembly must continue to take the lead in removing institutional obstacles, clearing bottlenecks, and creating development for the country.

The conference disseminated and implemented the Resolution of the 1st National Assembly Party Congress, term 2025-2030, in person at the National Assembly House and online connection to 17 points at party organizations under the National Assembly Party Committee nationwide.

Attending were comrades of the Party Central Committee, Deputy Secretaries of the National Assembly Party Committee, members of the Standing Committee of the National Assembly Party Committee and all party members of the National Assembly Party Committee.

Implementation is of key importance.

Emphasizing that implementation is a particularly important step, of key significance to bringing the Resolution of the 1st National Assembly Party Congress into life, Comrade Tran Thanh Man, Politburo member, Secretary of the National Assembly Party Committee, Chairman of the National Assembly requested cadres and party members in the entire National Assembly Party Committee to carefully study and absorb the spirit and content of the Resolution, the Action Program to implement the Resolution with very specific tasks assigned to each agency to organize implementation with the highest efficiency.

Recently, the Politburo met to evaluate the implementation of Resolution No. 18 of the Central Committee and affirmed the correctness of establishing Party Committees directly under the Central Executive Committee, thereby implementing deeper, more comprehensive and more effective leadership and direction.

The National Assembly Chairman stated: Under the leadership of the Party Central Committee, the Politburo, the Secretariat, directly and regularly led by General Secretary To Lam, the Party Committee, the Standing Committee of the National Assembly Party Committee and members of the National Assembly Party Committee always uphold the exemplary spirit, promote their roles and responsibilities, be proactive and creative, closely follow the Party's organizational and operational principles, the Central Committee's resolutions, directives and conclusions, and successfully complete their tasks.

In many of these tasks, the National Assembly agencies have pioneered, taken the lead, and effectively implemented them, which have been highly appreciated by the Party and State leaders, such as: reorganizing the National Assembly agencies, innovating thinking in law-making, digital transformation, and applying artificial intelligence in operations...

In the coming time, the National Assembly Chairman emphasized that the requirements for the National Assembly Party Committee, the National Assembly, the National Assembly Standing Committee, the National Assembly agencies and all Party members, cadres and civil servants of the National Assembly will be increasingly greater, requiring higher and higher quality and greater responsibility.

The National Assembly Chairman requested the entire Party Committee of the National Assembly to thoroughly grasp the direction of General Secretary To Lam at the 13th Party Central Committee Conference, especially on "three focuses", "three publicities" and enhancing the people's and Party's character in all activities of the National Assembly.

Over the past time, the Party Committee of the National Assembly has seriously implemented the three focuses and three publicities, focusing on quickly institutionalizing the resolutions and conclusions of the Central Executive Committee, the Politburo, and the Secretariat; resolutely organizing implementation according to weekly, monthly, and quarterly schedules and regularly checking and supervising, promptly removing obstacles; publicly disclosing progress, publicizing responsibilities, and publicizing results for society to monitor and accompany.

Outlining a number of key issues to unify leadership, direction and implementation in the National Assembly Party Committee in the coming time, the National Assembly Chairman directed to ensure high solidarity and unity in ideology and action of the entire National Assembly Party Committee.

The National Assembly Chairman suggested continuing to thoroughly grasp the viewpoint that “cadres are the root of all work; cadre work is the key of the key”. It is necessary to continue to focus on training and fostering cadres and party members with enough virtue, talent, and capacity to shoulder current and future responsibilities. At the same time, there must be solutions to improve the quality of the cadre team directly involved in law-making work and create a source of young cadres.

The National Assembly Chairman emphasized the important role of the leader who must clearly demonstrate leadership capacity, dare to think, dare to do, dare to take responsibility, dare to innovate and be creative for the common cause, and put the resolutions of the Party Central Committee and the National Assembly into practice in each area of ​​responsibility.

Other key directives mentioned by the National Assembly Chairman are: Continuing to strongly innovate, improving the effectiveness and efficiency of inspection, supervision and discipline work within the Party. Discipline and order must be strict. Strengthening the work of preventing and combating corruption, negativity and waste within agencies with higher determination, stronger actions, overcoming weaknesses and shortcomings in the past term.

He also requested to do a good job of leadership and direction in grasping the ideological situation of cadres, party members and the masses; strictly implement Resolution No. 35 of the Politburo on "strengthening the protection of the Party's ideological foundation, fighting against erroneous and hostile views in the new situation"; strictly implement regulations on protecting state secrets and disciplining speech in each agency and unit.

The National Assembly Chairman emphasized the need to properly implement democratic regulations in agencies and units, but at the same time ensure discipline and order; and care for the material and spiritual lives of cadres, party members, civil servants, public employees, and workers.

Along with that, continue to strengthen coordination between the National Assembly Party Committee and the Party Committees of Central agencies, especially the Government Party Committee, the Vietnam Fatherland Front Party Committee, and the Party Committees of Central Party agencies, to ensure closeness and efficiency, continue to perfect the organization of the advisory and support apparatus in the direction of streamlining, professionalism, and effective operation, avoiding overlap in work implementation.

On that basis, the Resolution of the 1st National Assembly Party Congress identified 6 groups of key tasks and solutions to lead and direct the successful implementation of political tasks and five groups of key tasks and solutions to build a clean and strong National Assembly Party in all aspects.

Regarding the Action Program to implement the Resolution of the 1st National Assembly Party Congress, Deputy Secretary of the National Assembly Party Committee Vu Hai Ha said that, closely following the directions, goals, tasks and solutions for the 2025-2030 term as decided by the Congress, the Action Program has been concretized into 12 targets, 25 political tasks, 68 tasks on Party building work for the 2025-2030 period; at the same time, clearly assigning the party agencies and organizations to preside over or coordinate in advising on implementation, and the implementation time.
