Data must be on the exchange, not "spreading nails underneath"

(Dan Tri) - Emphasizing the goal of operating the Vietnamese data platform in November, the Prime Minister thoroughly created all favorable conditions for participants with transparent administrative procedures and business regulations.

On the afternoon of November 1, Prime Minister Pham Minh Chinh chaired a working session on building a legal, policy and institutional corridor to promote the formation and development of a Vietnamese data platform.

According to the head of the Government, data is a strategic resource, a new means of production after land, labor, capital and technology. “Only with a Vietnamese database can we have Vietnamese artificial intelligence,” said the Prime Minister .

The head of the Government stated that Vietnam has a huge amount of data but it is being scattered and fragmented. This data source is "dormant and has not been awakened", and has not been exploited; posing a requirement to activate data resources.

Therefore, the construction and development of a data platform in the current period is an inevitable and objective task, aiming to awaken and supplement the country's resources for socio-economic development.

According to the Prime Minister, the successful construction of a data trading floor in Vietnam will contribute to the formation of a new type of market, a data trading market with high added value, directly contributing to economic growth and improving competitiveness.

Regarding improving national governance capacity, the formation of a data platform will accelerate the process of standardization, transparency, interconnection, connection and reuse of data between state agencies, between the public and private sectors, between domestic and foreign sectors, and combining internal and external resources...

If formed, the data floor will also contribute to the development of an independent, autonomous economy associated with deep and effective international integration; protect national data security and enforce data sovereignty in cyberspace.

However, the Prime Minister pointed out many limitations and shortcomings in institutions, policies, legal frameworks, human resources, etc. related to data floors that need to be recognized and resolved in the coming time.

Regarding solutions in the coming time, the Prime Minister said that building a data platform in Vietnam requires innovation from thinking, awareness to action, and following a suitable, scientific, and methodical roadmap.

“ A data exchange is not a data warehouse or a normal data market just for buying and selling information, but must be a platform to provide resources, enhance data value for research, innovation, national governance, and socio-economic development,” the Prime Minister emphasized.

Along with that, the Prime Minister noted that it is necessary to identify data security and safety as a consistent requirement and prerequisite to promote the development of the data market.

Stating requirements, the Prime Minister emphasized that the development and implementation of data exchange development policies must be innovative, promoting controlled testing mechanisms (sandboxes) for new issues while ensuring the legal framework.

The Prime Minister also thoroughly emphasized creating all favorable conditions for entities to participate with transparent administrative procedures and business regulations, avoiding the situation of "spreading nails underneath and spreading the carpet above".

Along with the requirement to ensure a balance of interests between the State, businesses and people, the Prime Minister noted that there must be a mechanism to monitor and manage risks right from the start to ensure data security and safety and absolute compliance with legal regulations on data and personal data protection.

In particular, the Prime Minister requested that by November, a data exchange be established and put into operation with the motto "Data listed on the exchange, State creation, pioneering enterprises, public-private partnership, market leadership, prosperous country, happy people".

Considering that building a data exchange is a new, very difficult and unprecedented task, but it cannot be avoided, the Prime Minister further noted that data is a type of asset, a type of resource, so it must comply with market rules, be traded and have very high added value.

He suggested that agencies "only discuss work, not discuss back", proactively deploy work and coordinate closely, create common strength, and form a Vietnamese data exchange as soon as possible.
