The Ministry of Construction proposes to expand the social housing model in the form of individual houses.

(CLO) The Ministry of Construction is drafting a Government Resolution on a number of special mechanisms to handle difficulties and obstacles caused by legal regulations and breakthrough ordinance targets for social housing development.

According to Article 82 of the 2023 Housing Law, social housing is an apartment building invested in and built according to a project, in accordance with the approved detailed planning. In special cases, if the project is implemented in a commune in an ethnic minority or mountainous area according to the Prime Minister 's regulations, it can be built in the form of individual housing.

With social housing being apartments, the apartments must be designed and built according to national technical standards on apartments and social housing area standards.

In the case of individual houses, the project must comply with construction laws and corresponding social housing area standards.

According to the Ministry of Construction, according to current regulations, social housing cannot be designed as individual houses, unless located in communes in ethnic minority and mountainous areas, and must meet standards on land area and land use coefficient.

However, the reality in many localities shows that the model of developing social housing in the form of apartments is not suitable for natural conditions, while the construction investment costs are high, exceeding the payment capacity of low-income people.

Therefore, the Ministry of Construction proposes in the draft new Resolution: expanding the scope of application of the social housing model to individual housing in suitable locations, to ensure feasibility and meet the actual needs of the people.

Specifically, in ward areas of provinces and centrally-run cities, investors of social housing construction investment projects must build social housing for sale, lease-purchase, or rent in the form of apartments.

For the remaining areas, the Provincial People's Committee shall, based on local conditions, determine the areas where investors in social housing construction projects invest in the type of housing, whether it is an apartment building or an individual house, in accordance with the detailed construction plan approved by the competent state agency.

In the case of individual houses, they must be designed and constructed according to construction standards, regulations, and social housing area standards.
