Many localities no longer have poor households.
In 2021, the whole Bac Ninh province had 28,484 poor households, accounting for 3.47% (of which: Bac Ninh province (old) had 4,209 poor households, accounting for 1.15%; Bac Giang province (old) had 24,369 poor households, accounting for 5.27%). By the end of 2024, the province's poor households decreased to 8,308 households, equivalent to 0.97% (of which Bac Ninh province (old) no longer had households according to the national poverty standard (a reduction of 20,176 households, equivalent to a reduction of 2.5%). It is expected that in 2025, the poverty rate according to the multidimensional poverty standard for the period 2021 - 2025 of Bac Ninh province will decrease to 0.56%).
According to the Department of Agriculture and Environment of Bac Ninh province, for the poor district of Son Dong (old), in 2021, the district had 5,350 poor households, accounting for 25.80%; in 2022 it decreased to 20.82%; in 2023 it decreased to 15.59%; in 2024 it decreased to 10.26%. It is expected that in 2025, the poverty rate (for communes in the old Son Dong district) will decrease to 5.28%. On average, during the period, the poverty rate of the district decreased by 5.13%, exceeding the set plan.
For particularly disadvantaged communes in Bac Ninh province, the poverty rate also decreased from 21.9% in 2021 to 9.25% in 2024. It is expected to decrease to 6% by the end of 2025, with the average poverty rate decreasing by 4% per year. Up to now, the province has also completed the goal of eliminating 100% of poor households who are people with revolutionary contributions and not allowing the emergence of poor households who are policy families with revolutionary contributions.
Right from the beginning of the term, the Provincial Party Committee, People's Council and People's Committee of Bac Ninh province identified poverty reduction as one of the key tasks in the local development strategy. The Resolution of the 19th Provincial Party Congress set the target of reducing the poverty rate of the whole province by an average of 1%/year; in particular, the poor district of Son Dong reduced by 4-6%/year, and in particularly difficult communes reduced by 3.5% or more.
By the end of 2025, strive to have no more poor households that are families of meritorious people, reduce 40-50% of the number of communes in especially difficult situations and over 50% of the number of villages and hamlets in especially difficult situations.
To implement this orientation, Bac Ninh has developed specific programs and plans for each stage, ensuring unity in direction and management. Along with central funding, the province proactively arranges local budgets and mobilizes additional resources from businesses, organizations and individuals to implement social security policies, supporting poor and near-poor households to stabilize their lives.
Sustainable livelihood to stable life
Not only stopping at direct support, Bac Ninh focuses on giving people opportunities to escape poverty through job creation, livelihood development and vocational skills improvement. The province has implemented many production development models, suitable to local conditions, helping thousands of households have stable jobs and improve their income.
To date, nearly 5,000 people from poor and near-poor households have participated in vocational training courses, production technical training and job referrals. Along with that, ensuring 100% of poor and near-poor households in need have access to preferential credit capital from the Social Policy Bank to invest in production, livestock farming or small businesses.
According to Resolution No. 36/NQ-HDND dated April 25, 2025, the total regular expenditure for the province's sustainable poverty reduction program is 139 billion VND, of which the central budget supports 138 billion VND and the local budget allocates 840 million VND. These resources are allocated to 7 key project groups including: Investing in socio-economic infrastructure in disadvantaged areas; diversifying livelihoods; supporting production development and improving nutrition; developing vocational education and sustainable employment; supporting housing; communicating on poverty reduction; enhancing capacity and monitoring and evaluating the program.
Management and supervision work is regularly carried out by Bac Ninh province, ensuring publicity, transparency, and the right beneficiaries, without duplication or loss of funds. Thanks to that, support policies have been practically effective, bringing clear benefits to the people.
Along with income support, the province pays special attention to ensuring comprehensive social security. 100% of the poor and near-poor are issued health insurance cards, and are supported with treatment costs, accommodation, and travel when seeking medical examination and treatment. Health care programs, micronutrient supplements, and malnutrition prevention for women and children are regularly implemented, contributing to improving the physical fitness and health of the community.
In the field of education, Bac Ninh fully implements the policy of exempting and reducing tuition fees and supporting learning costs for students in difficult circumstances. In the period of 2021 - 2024, the province has spent more than 190 billion VND to support poor and near-poor students, helping to maintain school attendance rates and improve the quality of education, especially in special areas.
The results achieved in the period of 2021 - 2025 demonstrate Bac Ninh's great efforts and determination in building a comprehensive poverty reduction policy, linking economic development and social security. With a systematic and effective approach, Bac Ninh is not only eliminating income poverty but also creating a solid foundation for sustainable development, improving people's lives and narrowing regional disparities.
