Using the old Hau Giang Provincial Party Committee headquarters as a regional innovation center

According to the Department of Finance of Can Tho City, after the merger of Hau Giang and Soc Trang provinces into Can Tho City, the total number of working offices and public service establishments under the management of the Department is 4,174. The total number of surplus establishments after the restructuring of the apparatus is 223, the reason these establishments have not been used is because they are not suitable in terms of location and usage needs.

Currently, the People's Committee of Can Tho City has a plan to use the old headquarters of Hau Giang and Soc Trang provinces, in which, for the headquarters of Hau Giang Provincial Party Committee, the city will use it as a working facility for the Regional Innovation Center. The city is currently completing the documents to establish this unit.

Regarding the establishment of the Regional Innovation Center, Director of the Department of Science and Technology of Can Tho City, Ngo Anh Tin, said that after the City Party Committee and the City People's Committee agreed on the policy of using the old Hau Giang Provincial Party Committee headquarters as a Regional Innovation Center, the unit surveyed the old Hau Giang Provincial Party Committee headquarters, this facility is suitable for implementing agricultural start-up projects and projects of universities in the area. When this center is in operation, it will help this inner-city area become more bustling.

According to Mr. Tin, the city also plans to expand National Highway 61C (the route connecting the center of Can Tho City to the old Vi Thanh City), to make traveling from the city center to the Regional Innovation Center faster and more convenient.

As for the former headquarters of Hau Giang Provincial People's Committee, Can Tho City People's Committee is inviting and introducing it to universities, because this headquarters is suitable for schools to use as universities or branches...

For unused headquarters, the People's Committee of Can Tho City assigned the Department of Finance to preside over and coordinate with the Department of Agriculture and Environment, the Department of Construction, etc. to synthesize and advise the City People's Committee on the management and use of land, offices and other assets attached to land in the city.

Regarding the results of science, technology, innovation and digital transformation development activities of Can Tho City from the beginning of the year to now (end of October 2025), the City Steering Committee on science, technology, innovation and digital transformation development said that in 2025, 167 tasks were carried out, of which 84 tasks have been completed so far, and 83 tasks are in progress.
The city currently has 113 organizations, of which 69 are public organizations and 44 are non-public organizations. On average, there are about 600 scientific articles published in international scientific journals each year.

Regarding innovation, the city has linked with 6 investment funds, supporting 190 start-up projects and 8 investment deals worth more than 39.5 billion VND.
In 2025, the total capital allocated for science, technology development, innovation and digital transformation is more than 158.7 billion VND, but by the end of October 2025, only more than 69 billion VND had been disbursed.
