On the side of Ha Tinh province, there were Secretary of Ha Tinh Provincial Party Committee Nguyen Duy Lam, Chairman of Ha Tinh Provincial People's Committee Vo Trong Hai and representatives of departments, branches, sectors and localities.

In Vung Ang ward, heavy rains over the past 3 days have caused deep flooding in many residential areas. Especially in the residential groups of Truong Yen, Truong Phu, Canh Truong, heavy rains have flooded hundreds of houses. To cope with the complicated weather situation, the police and military forces coordinated with the locality to mobilize forces to support people in raising their belongings; evacuating about 400 households with more than 600 people from flooded areas to safety.

Deputy Prime Minister Mai Van Chinh was present at the heavily flooded areas in Vung Ang ward, visited the people who were being evacuated, encouraged the frontline forces to participate in flood prevention and control, and evacuated people. The leaders of Ha Tinh province and local authorities need to urgently complete the evacuation work, ensure absolute safety for people's lives; and not let people go hungry or lack water at flood shelters.

Assessing that the weather situation in the coming days will continue to be complicated, the Deputy Prime Minister requested Party committees, authorities at all levels and armed forces to focus on responding to floods and storms, proactively following the "4 on-the-spot" motto, and must put the goal of ensuring people's safety first. Police and military forces must maintain forces and equipment and actively coordinate with local authorities to be ready to respond to possible situations, not to be passive or surprised.

According to a quick report from Ha Tinh province, due to the influence of cold air combined with high-altitude easterly winds, from the night of October 29 to the morning of October 31, there was rain in the province, especially in the southern coastal plains, there was moderate rain, heavy rain, and in some places very heavy rain. Due to the influence of heavy rain, flooding occurred in some southern communes and wards of the province. Localities have proactively evacuated hundreds of households to safe places. Rain and floods have caused some dike and dam projects to fail. To ensure the safety of projects, serve the work of preventing and fighting storms and floods, protecting people and infrastructure, the Provincial People's Committee requested the Central Government to continue to support funding to upgrade disaster prevention and fighting projects in the area.
