The hypothetical situation was constructed as follows: On the same morning, at Workshop No. 2 - Khatoco Tobacco Factory, an electrical short circuit occurred, causing a fire, toxic smoke and gas; dozens of workers panicked and escaped; many people were injured and fainted. The fire spread to the finished product warehouse and the area where 3 container trucks were exporting goods, causing a series of accidents, 6 drivers and assistants were trapped in the cabin. The factory's Fire Prevention and Fighting Team quickly activated the fire alarm, cut off the power, evacuated more than 50 workers, deployed fire extinguishers from fire hydrants and portable fire extinguishers to prevent the fire from spreading. The rescue team used stretchers to take 5 victims to the first aid point. Neighboring companies (Khatoco Real Estate Investment and Trading Company Limited, Khatoco Packaging Printing Joint Stock Company, Phuoc Thanh Electrical Equipment Joint Stock Company Branch) provided 3 fire trucks, assisted in moving assets, and maintained cooling spray nozzles.
Upon receiving the news, the Fire Prevention and Rescue Police Department of the Provincial Police mobilized 1 command vehicle, 1 ladder truck, 1 rescue vehicle, 1 fire truck and dozens of officers and soldiers to reach the scene after 7 minutes. The fire fighting commander established a field command board, deployed rescue work, and rescued 6 people trapped in the container trucks; militia and mobile police forces brought 12 victims from the upper floors to the ground safely. Ladder trucks sprayed from above, mobile scaffolds sprayed foam to isolate and extinguish the fire. The Provincial Military Command provided 40 officers and transported 60 cans of foam, ensuring continuous water supply. After 23 minutes, the fire was controlled and completely extinguished. All victims received first aid on the spot, and serious cases were transferred to medical facilities for treatment.
Speaking at the training session, comrade Le Huyen emphasized: The training session aims to raise awareness of fire prevention and fighting, practice coordination skills of "4 on-site", "3 ready" between grassroots forces and professional forces. The training results demonstrate close coordination, correct application of tactics, and minimize hypothetical damage. He requested enterprises in the industrial cluster to review fire prevention and fighting systems and conduct periodic drills. Professional forces continue to strengthen and improve their capacity to respond to fire and explosion incidents and search and rescue to protect people's lives and property, serving the sustainable development of the province.
