
The delegation included representatives of the National Data Center, Ministry of Public Security; leaders of the National Population Data Center, Department of Administrative Management of Social Order, Ministry of Public Security; leaders of a number of specialized units under the Government Office , Ministry of Home Affairs, Ministry of Justice, Ministry of Public Security. On the side of the Hanoi People's Committee, there were Vice Chairman Truong Viet Dung and leaders of a number of departments, branches, and functional units of the city.
Spirit of "only discuss action, no discussion back"
Speaking at the working session, Deputy Minister of Justice Nguyen Thanh Tinh, Deputy Head of the Inter-sectoral Working Group on reviewing and evaluating administrative procedures nationwide, expressed his impression of the socio-economic development results of the capital in the context of implementing a streamlined apparatus and operating a two-level local government model.
The Deputy Minister also appreciated the Hanoi City's unified direction to not collect paper documents for 25 essential online public services that have been provided in full, replacing them with data mining, to better serve people and businesses.

According to Deputy Minister Nguyen Thanh Tinh, the Ministry of Public Security has proactively reviewed administrative procedures and identified 15 types of documents that are eligible to be replaced by electronic data. Through initial statistics, there are 734 administrative procedures with file components that can be immediately replaced by data from ministries, branches and many administrative procedures from localities.
Implementing the direction of General Secretary To Lam and the Prime Minister's Official Dispatch No. 201/CD-TTg on focusing on reviewing, reducing and simplifying administrative procedures based on data, the Ministry of Justice, as the assigned agency, has proactively issued documents guiding ministries, branches and localities; and at the same time, built a set of support tools to ensure the progress and feasibility of the task.
Along with that, the Ministry of Justice is also urgently developing a draft Resolution of the Government according to the mechanism prescribed in Resolution No. 206/2025/QH15 of the National Assembly on a special mechanism to handle difficulties and obstacles caused by legal provisions, focusing on identifying legal solutions to promote the reduction and simplification of administrative procedures based on data in the coming time.
Emphasizing the general spirit that data must be “correct, sufficient, clean, live, unified, and shared” to be reduced to the extent that it is available, Deputy Minister Nguyen Thanh Tinh requested ministries, branches, localities, and related units to share responsibility in completing databases, ensuring connectivity and communication between databases and communications so that people can grasp and implement to achieve consensus.
The Deputy Minister of Justice also noted that during the implementation process, it is inevitable that inaccurate data will be reflected. Ministries, branches and localities need to have a data "cleaning" process and a flexible handling mechanism to ensure the legitimate rights of the people. Each ministry and branch needs to proactively propose a specific implementation roadmap, clearly identifying the types of documents that can be replaced by electronic data, first of all, the 15 types of documents that have been proactively reviewed by the Ministry of Public Security.
Hanoi must pioneer and lead in reform.
At the meeting, Hanoi City raised a number of difficulties and problems such as most information systems and databases are still managed in a decentralized model, with data stored and operated at each ministry, branch or specialized agency or unit. Data sharing is still limited and lacks a centralized synchronization mechanism.
Some national databases have been deployed and connected, shared with the city's Administrative Procedures Information System. However, many important data groups such as birth and death registration data... have not been connected, there is no complete electronic data, officers and civil servants who receive them still cannot look up information, leading to the files not being eligible for acceptance, the receiving civil servants must return the files, and people still have to submit paper copies when performing administrative procedures...

From there, Hanoi City proposed the Inter-sectoral Working Group to direct relevant agencies, units, organizations and individuals to update 15 types of documents in databases to ensure "correct, sufficient, clean, and alive" to create a foundation for data exploitation and reduce file components. Ministries and branches reviewed and issued specialized data standards for common use, unifying the structure of electronic records and interactive electronic forms.
At the same time, ministries and branches need to proactively guide provinces and centrally run cities to standardize the data structure of interactive electronic forms, ensuring data sharing and data reuse from databases and information systems of central ministries and branches to serve the work of receiving and handling administrative procedures.
Affirming the pioneering and leading role of the Capital, Vice Chairman of the Hanoi People's Committee Truong Viet Dung said that the City is committed to piloting new models and experiments related to reducing document components and fully exploiting data if entrusted by the Central Government, thereby creating a basis for replication in localities.
Concluding the working session, Deputy Minister Nguyen Thanh Tinh said that based on the opinions of Hanoi City, the Ministry of Justice will study and advise on solutions and report to the Government for settlement according to Official Dispatch No. 201/CD-TTg; at the same time, ensure the completion of reviewing, reducing and simplifying administrative procedures based on data before November 15, 2025.
