In his address to the congress, Comrade Nguyen Phuoc Loc commended the achievements of the Fatherland Front of Binh Hoa ward in the past period. In particular, the ward's Fatherland Front has shown creativity in propaganda, mobilization, and gathering of all strata of the people; extensively implementing patriotic emulation movements and major campaigns launched by the Front. The work of social supervision and criticism, and participation in building the Party and government has been implemented systematically and effectively.
Binh Hoa Ward has a natural area of 18.48 km² with a population of nearly 120,000 people, including a large number of immigrants (over 60% of the population is from migration). The ward has a favorable geographical location and strengths in industrial and commercial development; it concentrates many large enterprises and industrial zones… Comrade Nguyen Phuoc Loc analyzed that this characteristic raises many important issues regarding economic development, population management, management of population growth from migration, investment in social infrastructure, and transportation infrastructure.

Therefore, Binh Hoa ward needs to base its plans, programs, and implementation directions on the actual demographic data and socio-economic conditions of the locality. Front work must shift from a formal movement to one that yields tangible results, based on data; prioritizing models that can be quickly replicated, are cost-effective, and bring practical benefits to the people.


The comrade emphasized that the Fatherland Front of the ward needs to put the people at the center, as the subject and driving force, in determining the goals and tasks of its work. Accordingly, it needs to closely monitor the lives of people in residential areas; receive and coordinate the timely handling of legitimate and reasonable requests from the people. Along with that, it should effectively organize forums on "People's contributions to building the Party and the government," promote social dialogue, and build a government that is truly of the people, by the people, and for the people; especially strengthening grassroots democracy so that "the people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit," ensuring "no one is left behind."

Furthermore, the Fatherland Front of the ward needs to leverage the role of influential figures, religious leaders, the business community, intellectuals, entrepreneurs, and outstanding individuals in the community; paying more attention to laborers, immigrants, the elderly, women, and children... All activities of the Front are linked to the simultaneous implementation of three policies: policies for people with meritorious services, social security coverage policies, and social protection policies.
The comrade also emphasized the need to leverage the combined strength of the Front in the new model, with many member organizations and forces participating together for a common goal. Accordingly, it is necessary to design a multi-tiered network of representation and participation for workers, new-generation farmers, young people, women, vulnerable groups, etc., on a digital platform.



The congress elected 51 members to the Vietnam Fatherland Front Committee of the ward for the new term. Mr. Tran Thanh Sang continues to hold the position of Chairman of the Vietnam Fatherland Front Committee of the ward for the 2025-2030 term.

On this occasion, various units, businesses, and philanthropists donated approximately 1.2 billion VND to support welfare and social security programs for the Fatherland Front and political and social organizations in Binh Hoa ward.
