
According to the Department of Construction, temporary traffic arrangements for certain vehicles entering the inner city of Ho Chi Minh City are currently being implemented in accordance with Decision No. 23/2019 of the Ho Chi Minh City People's Committee. Accordingly, vehicles transporting solid household waste are being considered for circulation in the inner city from 9:00 AM to 4:00 PM and from 8:00 PM to 10:00 PM (traffic between 10:00 PM and 6:00 AM the following day is not affected by Decision No. 23).
Therefore, adjusting the operating hours of vehicles transporting solid household waste is not within the authority of the Department of Construction and requires guidance from Ho Chi Minh City.
However, based on observations of actual traffic conditions in the inner city and the city's gateway routes during peak hours, traffic density is very high, frequently causing congestion. Therefore, the Department of Construction agrees with the opinion of the Ho Chi Minh City Police regarding reducing the prohibited hours for solid waste transport vehicles to 7:30 AM - 9:00 AM (instead of 6:00 AM - 9:00 AM) and 4:00 PM - 5:30 PM (instead of 4:00 PM - 8:00 PM).
According to the Department of Construction, the consensus is to adjust the operating hours of solid waste transport vehicles in Ho Chi Minh City for the Department of Agriculture and Environment to research, compile, and advise on.
From December 1st, the Da Phuoc landfill in Ho Chi Minh City has been accepting household waste from 6 PM to 6 AM daily, instead of all day and night as before. This adjustment to the restricted hours for waste transport vehicles aims to ensure timely waste delivery to the treatment facility and prevent congestion.
