
After hearing the representative of the Hung Yen Provincial National Assembly Delegation report on the results of the 10th session of the 15th National Assembly, voters made several suggestions regarding education and training; the impact of natural disasters (rain, floods, landslides, rising sea levels, etc.) occurring in all three regions, causing significant damage to people and property; the lack of food safety and hygiene, the prevalence of counterfeit, fake, and substandard goods on the market, etc.
In particular, voters suggested that the handling of corruption, waste, and negative practices should continue to be strictly enforced; and that mechanisms, policies, and laws should be further improved so that all officials, civil servants, and public employees do not dare, do not want, do not need, and cannot engage in corruption…

Speaking at a meeting with constituents, General Secretary To Lam shared that during the first half of the 15th National Assembly term, he was a National Assembly representative from Hung Yen province. Due to work requirements, he transferred to the Hanoi National Assembly Delegation. Having the opportunity to return here, he wanted to work with the Hung Yen Provincial National Assembly Delegation to directly listen to the thoughts, aspirations, and genuine feedback from the people at the grassroots level; considering this an important information channel for formulating policies, improving guidelines, policies, and laws; and simultaneously addressing shortcomings and inadequacies in implementation at the grassroots level.
The General Secretary expressed his pleasure to learn that Hung Yen province, after the merger, has achieved many positive results in the fields of socio-economic development, security, and national defense. The province is also facing many new opportunities: greater development potential; expanded socio-economic space; and stronger regional linkages and investment attraction capabilities. General Secretary To Lam also noted that the responsibilities of each level, each sector, and each commune are higher, requiring greater determination, concrete actions, and more effective results.
Regarding some of the voters' suggestions, the General Secretary affirmed that the Party's consistent viewpoint is to always place the people at the center; to protect the legitimate rights and interests of the people; and that all policies and decisions must be aimed at serving the people.
The General Secretary requested that Party committees and authorities at all levels, from the province to the communes and wards of Hung Yen province, definitively resolve the legitimate requests of the people. Issues within local jurisdiction must be resolved immediately and in accordance with the law; issues exceeding local authority must be promptly reported and recommendations made to higher levels; discipline and order among grassroots officials must be tightened; security, order, and the peace of the people must be ensured; administrative reform and digital transformation at the commune level must be promoted; and focus must be placed on economic development and improving the lives of the people.
For the three communes of Kiến Xương, Quang Lịch, and Lê Lợi, the General Secretary suggested focusing on developing green, high-value agriculture – building a modern rural economy.
According to the General Secretary, these three communes have advantages in terms of land resources, a tradition of excellent production, united and studious people, and increasingly convenient transportation. Therefore, the communes need to promote and develop clean, green, and ecological agriculture; strongly apply science and technology and digital transformation; form concentrated, large-scale production areas; build product brands and geographical indications; grant planting and farming area codes; organize production according to value chains; combine agriculture with services, ecotourism, and traditional crafts to increase people's income…

Furthermore, communes must create breakthroughs in infrastructure – expanding development space and creating new momentum for socio-economic development. "Bottlenecks" in transportation, irrigation, and digital infrastructure must be prioritized and resolved definitively. Communes need to proactively connect seamlessly with provincial and national highways and strategic transportation routes in the region; scientifically plan commercial infrastructure, rural industrial clusters, and cultural and sports facilities…
Noting that 2026, coinciding with the 80th anniversary of the first General Election, will see the election of deputies to the 16th National Assembly and People's Councils at all levels, the General Secretary emphasized that time is very short, the workload is large, and the requirements are high. He stressed that all levels and sectors need to immediately begin the work; fully prepare the necessary conditions to ensure that the election is democratic, lawful, safe, and successful.
On this occasion, General Secretary To Lam presented 30 computer sets to the three communes of Kien Xuong, Quang Lich, and Le Loi. The General Secretary also visited and presented gifts to the family of Mr. Nguyen Trong Hieu, born in 1948 (Quang Trung village, Kien Xuong commune, Hung Yen province), a war invalid with 81% disability.
