According to VNA, on December 16, General Secretary To Lam chaired a working session with representatives of central committees, ministries, and agencies on the implementation of policies and regulations for people who have rendered meritorious services to the revolution; and the work of searching for, collecting, and identifying the remains of martyrs.

Adjustments are needed to ensure the policy system is truly synchronized, modern, and transparent.

In his opening remarks at the meeting, General Secretary To Lam emphasized that the work related to people with meritorious services has achieved many results in recent years.

Many policies have been adjusted for the better, reflecting the affection, responsibility, and determination of the entire political system towards those who are entitled to them.

This strengthens the people's trust in the Party and State's care for those who have sacrificed and contributed to the country.

The General Secretary also frankly pointed out that there are still things that need to be done soon, and things that have not been done, with lingering issues that have persisted for decades.

At the same time, there are some urgent needs that require a more robust, timely, and fundamental approach.

The General Secretary pointed out that the institutional and policy system still has shortcomings.

Some regulations have not kept pace with reality in verifying meritorious individuals, processing files without supporting documents, and paying benefits...

Many special groups such as Vietnamese Heroic Mothers, veteran revolutionaries, severely wounded soldiers, and soldiers who were captured and imprisoned by the enemy are declining in number. If we do not act urgently and responsibly, there will not be enough time to provide them with the most complete and adequate care.

The search and repatriation of the remains of fallen soldiers in key battlefields still faces many difficulties; the number of fallen soldiers whose remains have not yet been found is still large; the area of ​​unexploded ordnance is extensive; and resources are limited.

The mementos and relics left behind by officers and soldiers before going to the battlefield have been preserved for decades but have not been fully returned to their relatives…

Based on practical realities and the demands of the new era, the General Secretary suggested that, regarding the improvement of institutions and policies for those who have rendered meritorious services to the revolution, adjustments and additions should be made to ensure that the policy system is truly synchronized, modern, transparent, more convenient, and in line with new requirements.

Regarding the search and collection of the remains of fallen soldiers, what needs to be done to accelerate the process, ensure feasibility, safety, accuracy, and effectiveness, and meet the legitimate expectations of their families and the people?

The study focuses on policies for demobilized soldiers, young people who have completed their military service, and militia members.

After listening to the reports and opinions, General Secretary To Lam affirmed that the policy for those who have rendered meritorious services to the revolution; the work of searching for, collecting, and identifying the remains of martyrs is a particularly important political task with profound moral, historical, and humanitarian significance.

This is a measure of the Party and State's responsibility towards those who sacrificed for the independence and freedom of the Fatherland, and also a task in implementing the Party's resolution.

The General Secretary requested that the implementation of policies and regulations for meritorious individuals must be ensured to be complete, timely, and prompt; absolutely no shirking of responsibility causing delays; and a clear and fundamental resolution of outstanding issues concerning meritorious individuals and martyrs must be achieved.

Regarding the assignment of specific tasks, the General Secretary instructed the Party Committee of the Government to urgently review, amend, and supplement policies and laws on people with meritorious services; and to fundamentally resolve outstanding issues regarding policies for people with meritorious services by 2026.

Expedite DNA testing and immediately remove bottlenecks related to mechanisms, funding, and technology.

In coordination with the National Assembly Party Committee, direct the review and improvement of relevant legal regulations, ensuring the timely institutionalization of the Party's guidelines; balance resources to ensure the effective and timely implementation of policies and projects.

The study examines policies regarding demobilized soldiers, young people who have completed their military service, and militia members; and considers policies on emulation and reward.

The Central Military Commission is leading and coordinating with relevant agencies to develop a plan to expedite the clearance of bombs and mines, and the search for and collection of the remains of fallen soldiers, especially in key areas.

The Party Committee of the Central Public Security Ministry is in charge of building and operating a gene bank for relatives of martyrs whose information has not yet been identified.

Coordinate the development of a project to upgrade DNA testing technology towards a modern and self-reliant approach, accelerating the process of DNA collection, analysis, and comparison; strengthen international cooperation, and hire foreign units for testing when necessary.

The Ministry of Interior, in coordination with the Ministry of National Defence, the Ministry of Public Security, and local authorities, will conduct a comprehensive inventory of all artifacts and memorabilia currently being preserved.

The General Secretary requested that Party committees and local authorities at all levels lead and direct the review of facilities for nurturing and caring for people with meritorious service, in order to invest in, upgrade, and improve management capacity, and to effectively implement policies on nurturing, caring for, and supporting people with meritorious service to the revolution.

Restoring and beautifying cemeteries and memorials to martyrs in a solemn manner will transform them into significant sites for educating about revolutionary traditions; it is necessary to recognize that the work related to people with meritorious service is a regular political task, not a formality, not something to be avoided or shirked.
