Binh Trung Ward has room to implement TOD project

The Department of Planning and Architecture is advising the City to have reserves to serve TOD projects, social housing, old apartment buildings that must be rebuilt, and houses on and along canals to be relocated. Thus, for TOD projects, Binh Trung ward will have room to implement.

On October 29, Working Group No. 2 of the City Party Committee, led by Comrade Dang Minh Thong, Deputy Secretary of the Ho Chi Minh City Party Committee, worked with the Standing Committee of the Binh Trung Ward Party Committee on supervising the implementation results of Plan 249-KH/UBKTTW of the Central Inspection Committee in the ward.

A representative of Binh Trung Ward said that activities in the ward have gradually stabilized, meeting the requirements of serving people and businesses. However, the headquarters of the Party Committee and People's Committee of the ward have not met the requirements of working space; there is also a shortage of experienced personnel with deep expertise in specialized departments, especially in some fields such as land, construction, finance, accounting, foreign affairs, etc., which has somewhat affected the activities and progress of the ward's tasks.

The ward recommends that the city upgrade and unify the common software to ensure the smooth use of the software, meeting the needs of serving the people and businesses. When decentralizing and authorizing the ward to undertake certain tasks, the city also needs to pay attention to allocating personnel and resources to the ward to ensure sufficient human and financial conditions, in order to ensure effective implementation of the work.

The ward also proposed increasing the TOD project target (urban development model associated with public transport) to attract local investment.

Regarding the content of increasing TOD project targets, the representative of the Department of Planning and Architecture said that Binh Trung ward has a metro station and is oriented to be a hub with many traffic routes passing through. Therefore, the ward is among the localities that are given priority for TOD project targets to attract investors. In addition, the Department of Planning and Architecture is advising the city to have reserve targets to serve TOD projects, social housing, old apartment buildings that must be rebuilt, houses on and along canals, etc. Thus, for TOD projects, Binh Trung ward will have room to implement.

Concluding the meeting, Deputy Secretary of the Ho Chi Minh City Party Committee Dang Minh Thong shared the difficulties with Binh Trung Ward when the office building is too small and asked the ward to recalculate and choose a suitable location to build a new office building to propose to the city for approval. In the immediate future, the ward needs to arrange and utilize existing old facilities to ensure working space for officials and civil servants.

Regarding the proposal on personnel allocation due to the ward's lack of specialized personnel, the comrade informed that the city has and continues to establish working groups to send forces to areas with difficulties in personnel to provide direct support. Therefore, the ward needs to clearly identify which positions and areas are lacking so that the city can arrange staff to support and ensure work efficiency.

Comrade Dang Minh Thong also requested the ward to carefully study the Resolution of the 1st Ho Chi Minh City Party Congress, review and update the targets and tasks of the Resolution of the Ward Party Congress, in order to synchronously deploy and contribute to completing the city's general targets.

In the immediate future, Binh Trung ward needs to prepare an assessment plan for 2025, focusing strongly on public investment disbursement, budget collection, and especially focusing on creating sources for Party development.
