Hai Phong: The head must be responsible if there are violations in mineral exploitation.

After implementing the arrangement of provincial administrative units, the demand for construction materials in Hai Phong increased, requiring stricter management in the management, exploitation and use of minerals in the city.

Therefore, to strengthen the management, exploitation, and sustainable use of mineral resources in the city, in conjunction with the strategy for developing the marine economy, port industry, logistics services, marine tourism, and ensuring national defense and security, the Standing Committee of the Hai Phong City Party Committee requests that Party committees, government agencies, the Fatherland Front, and political and social organizations at all levels, according to their assigned functions and tasks, proactively grasp the situation, focus on leadership, and assign tasks ensuring the "six clear principles" (clear person, clear task, clear time, clear responsibility, clear product, clear authority) to effectively implement state management of mineral resources.

If lax management occurs, leading to violations in the exploration, exploitation, transportation, and consumption of minerals, resulting in resource depletion, environmental pollution, loss of security and order, and damage to the reputation of the Party and local government, the head of the organization will be held accountable to the Standing Committee of the City Party Committee.

The Standing Committee of the Hai Phong City Party Committee requested that Party committees and authorities at all levels improve the effectiveness and efficiency of state management of mineral resources; focus on directing efforts to ensure that the exploitation and use of mineral resources comply with regulations on land allocation, land leasing, and land use conversion; the use of wharves and yards for the collection and transshipment of mineral resources must be in accordance with the planning and authorized by competent authorities; strictly manage the use of explosives in mineral exploitation activities; and strictly control and prevent landslides, damage to dike systems, people's lives, and coastal structures during the exploitation of sand and gravel from riverbeds and coastal areas.

Local Party committees and authorities should focus on reviewing, adjusting, and supplementing geological and mineral resource management plans as components of environmental protection, resource exploitation, utilization, protection, biodiversity, disaster prevention and response, and climate change adaptation plans to ensure their suitability for integration into city planning; geological and mineral resource management plans must be linked to the demand for construction and leveling materials for key projects, industrial zones, economic zones, seaports, and urban infrastructure; and review and orient mineral mining areas for common construction materials and leveling materials serving national and city-level key projects to carry out mineral exploitation licensing procedures in accordance with the law.

Authorities must also promptly publish construction material prices that reflect reality, strictly control mineral exploitation activities, prevent speculation and price manipulation, and ensure price stability for construction materials to serve socio-economic development. At the same time, they should review and assess the potential of marine mineral resources, develop appropriate exploitation plans, and minimize impacts on the marine ecosystem, coastal ecosystems, fisheries resources, and the livelihoods of fishermen.

The Standing Committee of the Hai Phong City Party Committee requests that Party committees at all levels, departments, localities, police forces, military, and customs strengthen coordination in managing the exploitation, transportation, and consumption of minerals in the city, especially marine minerals, in order to prevent illegal exploitation and smuggling across the maritime border.

Party committees and relevant agencies will continue to strengthen inspections and supervision of mineral exploitation and utilization activities, ensuring labor safety; and implement comprehensive solutions for managing taxes, fees, and charges. They will combat tax evasion, tax and fee fraud; exploitation without completing procedures; exploitation exceeding capacity; exploitation outside the permitted boundaries; and misuse of land.

For areas where mining is inefficient and causes environmental pollution, operations must be decisively suspended, licenses revoked or withdrawn, mines closed, and environmental remediation and restoration carried out; illegal mining, transportation, trading, and export of minerals must be strictly dealt with; and the closure of mines under expired mineral mining licenses must be reviewed and inspected according to regulations.

The Standing Committee of the Hai Phong City Party Committee also requested that Party committees, governments, and functional agencies strengthen digital transformation in mineral resource management; build a digital geological and mineral resource database system, integrating GIS, remote sensing, and AI technologies to monitor and analyze mineral resource data; apply science, technology, and digital transformation to deploy online monitoring systems and vehicle tracking devices to manage mineral production and origin; build a local geological and mineral resource database, connecting it to the database information system of the Ministry of Agriculture and Environment.

Hai Phong also urged businesses to innovate and modernize production technology to improve labor productivity and the efficiency of mineral exploitation and processing, thereby increasing the recovery rate, reducing mineral resource losses during mining and processing, and improving labor safety and ensuring compliance with environmental protection regulations.

Authorities continue to study and develop mechanisms and policies to attract and support investors in researching and producing alternative materials to natural sand and gravel; and policies to support and facilitate organizations and individuals in crushing and recycling waste and scrap generated in construction activities into building materials and leveling materials, contributing to reducing pressure on the exploitation and utilization of minerals and natural materials.

Party committees, government authorities, and relevant agencies will continue to review regulations on financial mechanisms in mineral activities based on local realities to advise and recommend to central ministries and agencies on amending and supplementing financial policies to suit the actual conditions and socio-economic development orientation of the city.

According to Hai Phong city leaders, the management of mineral resources in the area still has some limitations, such as: Illegal mining, transportation, and consumption of minerals still occur; the preparation, updating, and approval of geological and mineral resource management plans to integrate into the city's planning; the demarcation of areas where mineral activities are prohibited or temporarily prohibited; and the management and protection plans for unexploited minerals in some localities are not timely and do not meet the city's development requirements.

Furthermore, the capacity of inspection, examination, and violation handling forces in some areas is still limited; inter-agency and inter-level coordination in managing and supervising administrative procedures, mine closure, and environmental restoration is sometimes inconsistent. Moreover, the awareness of some Party committees, Party organizations, government agencies, officials, Party members, and citizens regarding the management and protection of mineral resources is still inadequate; some organizations and individuals exploit legal loopholes and procedures to exploit resources beyond their planned scale and capacity, violating mining plans, causing landslides, pollution, and occupational safety hazards…
