
According to records, in the past 24 hours, many areas have had heavy rainfall, commonly from 70 to more than 150mm. Heavy rain with complicated developments has caused localized flooding, landslides, posing potential risks of insecurity, affecting people's lives and production.
In Binh Thuan ward, from around 0:00 a.m. on October 28, floodwaters rose and flooded into houses, causing localized flooding of about 50 houses in groups 1, 2 and 4, Phu Dien village. There is currently no rain in the area, but the water is receding very slowly. Faced with the severe flooding, the authorities have proactively deployed and been on duty to divert and regulate traffic, and used sandbags to reinforce and protect provincial road DT 718, avoiding landslides and ensuring safety for people and vehicles. At the same time, they are urgently moving furniture and assets to a high, safe place.
The heavy rain that lasted for 3 hours in the afternoon and evening of October 27th caused flooding and led to serious traffic jams on some roads in Phan Thiet, Phu Thuy, Binh Thuan wards... By this morning, most of the roads had receded, the road surface was dry and traffic was normal. However, there are still some roads that are still flooded such as: Vo Van Tan, Le Thi Hong Gam (Binh Thuan ward)...
Also this morning, October 28, the floodwaters of the Luy River rose, causing deep flooding and cutting off National Highway 1A through Luong Son Commune ( Lam Dong Province). The flooded section was about 100m long and in some places the water was about half a meter high, so small vehicles could not pass. However, the traffic volume on National Highway 1A was not high, so there was no prolonged congestion.
Immediately after the disaster, the Road Management Office IV.1 and local authorities arranged staff to coordinate traffic regulation in the flooded area. In addition, the Traffic Police Department of Lam Dong Province also instructed long-distance drivers to turn around and go to Vinh Hao - Phan Thiet Expressway to change their route. As of 9 o'clock, the water had receded slowly, and some large, high-chassis vehicles were able to move slowly.
In the face of the above situation, on the morning of October 28, the People's Committee of Lam Dong province issued a document directing units and localities to proactively respond to heavy rains, floods, inundation and landslides. Accordingly, the People's Committee of the province requested the police, military, relevant departments and branches... to send leaders directly to the area, grasp the situation, support people to overcome difficulties, and soon stabilize their lives.
Departments, branches, sectors and localities must continuously update weather conditions; maintain smooth communication, proactively respond to floods; and at the same time deploy shock forces to inspect and review vulnerable points along rivers, streams, and low-lying areas. Departments, branches and local authorities must seriously organize on-duty shifts, fully prepare means, materials and human resources according to the "four on-the-spot" motto, ready to respond in all situations.
The Provincial People's Committee requested units managing irrigation and hydropower reservoirs to closely monitor water levels, safely operate works according to procedures, and promptly notify authorities and people in downstream areas when releasing floodwaters.
In recent days, the coastal areas of Lam Dong province have been continuously raining. In particular, on October 26-27, heavy rains flooded 90 houses and caused flooding of more than 420 hectares of crops including dragon fruit, rice, and vegetables.
