
According to reports, over the past 24 hours, many areas have experienced heavy rainfall, commonly ranging from 70 to over 150mm. The heavy rain has been complex and has caused localized flooding and landslides, posing potential safety risks and affecting the daily lives and production activities of the people.
In Binh Thuan ward, from around 0:00 AM on October 28th, floodwaters rose and inundated houses, causing localized flooding in approximately 50 houses in areas 1, 2, and 4 of Phu Dien village. Currently, there is no rain in the area, but the water is receding very slowly. Due to the severe flooding, authorities have proactively deployed personnel and are on standby to manage traffic flow, using sandbags to reinforce and protect provincial road DT 718 to prevent landslides and ensure the safety of people and vehicles. They are also urgently relocating belongings and property to higher, safer ground.
The heavy rain that lasted for three hours on the afternoon and evening of October 27th caused flooding and serious traffic congestion on several roads in Phan Thiet, Phu Thuy, and Binh Thuan wards. By this morning, most roads had been drained, the road surfaces were dry, and traffic was back to normal. However, some roads remain flooded, such as Vo Van Tan and Le Thi Hong Gam streets (Binh Thuan ward).
Also this morning, October 28th, rising floodwaters from the Luỹ River caused deep flooding and cut off National Highway 1A in the section passing through Luong Son commune ( Lam Dong province). The flooded section extended for about 100 meters, with some areas submerged up to half a meter deep, making it impossible for smaller vehicles to pass. However, traffic volume on National Highway 1A was not high, so there was no prolonged traffic congestion.
Immediately after the natural disaster occurred, the Road Management Office IV.1 and local authorities deployed personnel to coordinate traffic control in the flooded area. In addition, the Traffic Police Department of Lam Dong Provincial Police also instructed long-distance drivers to turn around and use the Vinh Hao - Phan Thiet expressway to change their route. As of 9 AM, the water was receding slowly, and some large, high-clearance vehicles were able to travel at a slow pace.
In response to the situation, on the morning of October 28th, the Lam Dong Provincial People's Committee issued a directive instructing relevant units and localities to proactively respond to heavy rain, floods, inundation, and flash floods and landslides. Accordingly, the Provincial People's Committee requested the police, military, and relevant departments and agencies to send leaders directly to the affected areas to assess the situation, assist people in overcoming difficulties, and help them stabilize their lives as soon as possible.
Departments, agencies, and localities must continuously update weather information; maintain smooth communication, proactively implement flood response measures; and deploy rapid response forces to inspect and review vulnerable points along rivers and streams, and low-lying areas. Departments, agencies, and local authorities must organize serious duty shifts, prepare sufficient equipment, materials, and personnel according to the "four on-the-spot" principle, and be ready to respond in all situations.
The Provincial People's Committee requires units managing irrigation and hydropower reservoirs to closely monitor water levels, operate the facilities safely according to procedures, and promptly notify the authorities and people in downstream areas when releasing floodwaters.
Over the past few days, coastal areas of Lam Dong province have experienced continuous rainfall. In particular, on October 26th and 27th, heavy rains flooded 90 houses and inundated over 420 hectares of crops, including dragon fruit, rice, and vegetables.
