
Residents of Ca Gura hamlet, Tuyen Thanh commune, are reinforcing a cracked section of dike where water is leaking into the fields.
Over 8,100 hectares of rice fields are at risk of being affected by floods.
As of October 24, 2025, the Department of Agriculture and Environment recorded damage to 522 hectares of rice, including over 500 hectares completely destroyed and over 22 hectares with 50-60% damage; nearly 110 hectares of fruit trees suffered almost 100% damage. The affected localities include: Vinh Thanh, Vinh Chau, Vinh Hung, Tuyen Binh, Moc Hoa, Khanh Hung, Tan Hung, etc.
In the Ca No electric pumping station and dike area of Tan Hung commune, there are four low sections of dike, each 20-30 meters long, of which one section, approximately 30 meters long, has broken. Local authorities have mobilized forces and residents to reinforce and protect the dike, but the damage could not be repaired. The broken section of dike resulted in the complete loss of 100 hectares of rice crops over 20 days old and nearly 8 hectares of fruit trees.
In Vinh Chau commune, the floodwaters completely submerged more than 250 houses; over 40 hectares of fruit trees were completely destroyed; more than 10 hectares of aquaculture farms were deeply submerged; Provincial Road 837B, the East Bank of Ngang Canal Road and the West Bank of Ngang Canal Road were damaged, flooded, and subsided.
According to Mai Van Cam, Vice Chairman of the People's Committee of Vinh Chau commune: “On the roads flooded, the Economic Department, in coordination with the commune police, has erected barriers to prohibit cars and three-wheeled vehicles from passing through. Specifically, the road along the West bank of the Ngang canal is flooded for about 1,500 meters, with water levels ranging from 0.5 to 30 cm, so traffic has been temporarily suspended. This year's flood has significantly impacted the production and lives of the people.”
For the 2025 Autumn-Winter rice crop, the Thu Thua (formerly) area and other localities in the Dong Thap Muoi region of the province sowed over 74,200 hectares, of which 28,700 hectares have been harvested; the 2025-2026 Winter-Spring rice crop sown 33,525 hectares, mainly in the tillering stage. According to incomplete statistics, more than 8,100 hectares of rice are currently at risk of being affected by floods. In response to this situation, local authorities are focusing all efforts on reinforcing vulnerable dikes, while people are proactively using pumps to drain water and save the rice crops.
Mr. Nguyen Van Duc (residing in Ca Gura hamlet, Tuyen Thanh commune) said: “For nearly two weeks, farmers have had to continuously use water pumps to drain water from their fields. The cost of pumping water is about 2 million VND per hectare. On October 25th, a section of the dike cracked, and the people contributed money to reinforce it, so this crop season has been very costly. Farmers are just happy to break even.”
Resolutely protect the production area.
Given the unpredictable flood situation and the resulting damage to production, the Provincial People's Committee held numerous meetings to direct localities to strengthen patrols and inspections, and mobilize forces from the people to protect vulnerable dikes at risk of overflowing or breaking, following the "four on-the-spot" principle. Provincial leaders and representatives from various departments and agencies organized many inspection teams to assess the production situation and flood prevention and control in localities in the Dong Thap Muoi region. Through these inspections, provincial leaders reminded some localities that were still negligent in flood prevention and control, while also commending many localities that performed well.
Nguyen Minh Lam, Standing Committee member of the Provincial Party Committee and Vice Chairman of the Provincial People's Committee, said: “In recent days, localities have focused intensely on reinforcing vulnerable dike systems that pose a risk to rice-growing areas. However, all levels, sectors, and people must not be complacent or negligent in the face of the rapidly rising water levels. The Provincial People's Committee requests that localities strive to protect rice-growing areas within dike systems; they must have contingency plans in place to deal with further increases in floodwaters, and absolutely must not be complacent or negligent.”
“The Provincial People's Committee will develop a strategy in the coming period regarding investment and dredging of canals combined with reinforcing dikes to meet standards so that the next flood season will not be as difficult as this year. In particular, the Provincial People's Committee directs the Department of Agriculture and Environment to have a specific plan and schedule, and to focus investment on key areas linked to high-tech agriculture. For households affected by the damage, the Provincial People's Committee directs the Department of Agriculture and Environment to review, assess, and provide appropriate support measures in accordance with regulations,” Mr. Nguyen Minh Lam added.
