Correcting the spirit and service attitude in handling administrative procedures at communes and wards

On October 27, Chairman of Tay Ninh Provincial People's Committee Nguyen Van Ut issued a document requesting Chairmen of People's Committees of communes and wards in the province to rectify a number of shortcomings in the work of receiving dossiers and handling administrative procedures, in order to improve the quality of service for people and businesses.

According to the Provincial People's Committee, in recent times, administrative reform at the commune and ward levels has had many positive changes, and the service index for people and businesses has improved significantly. However, there are still some limitations that need to be overcome, such as: officials, civil servants, and public employees lack a sense of responsibility, their communication attitude is not up to standard; there are cases of refusing to support people in submitting online applications without reason; the response to feedback and recommendations on the National Public Service Portal is still slow and has a long backlog.

Accordingly, Chairman of the Provincial People's Committee Nguyen Van Ut requested communes and wards to strictly implement regulations in guiding, receiving and handling administrative procedures in accordance with the announced set of procedures, not to refuse applications or request additional documents outside of regulations. Staff working at the Public Administration Service Center must guide and support people to submit applications online, and must not refuse in any case.

The Provincial People's Committee also requested localities to arrange staff, union members, and volunteers to be on duty to support people, not letting people and businesses wait or leave without receiving help.

At the same time, the circulation of electronic records on the Administrative Procedure Information System must be carried out in accordance with regulations, ensuring full digitization and updating of results with valid signatures and seals, avoiding the situation of uploading drafts or leaving data blank.

The Chairman of the Provincial People's Committee emphasized that the heads of the People's Committees of communes and wards are directly responsible for the quality of guidance, reception and settlement of administrative records in the locality; and must promptly replace officials who have many complaints of dissatisfaction or have substandard attitudes and behaviors while performing their duties./.
