
According to the Report, the most prominent point in the measures to promote gender equality in Vietnam is also the outstanding achievement in implementing the Beijing Declaration and Platform for Action in the past 5 years, which is that Vietnam has issued and widely deployed the National Strategy on Gender Equality for the 2021-2030 period.
The Beijing Declaration and Platform for Action was adopted at the Fourth World Conference on Women, held in Beijing (China) in 1995, with the participation of 189 countries to commit to realizing the concerns and rights of women worldwide by the end of the 20th century.
Implementing the Beijing Declaration and Platform for Action, over the past three decades, especially in the period 2019 - 2023, the Government of Vietnam has demonstrated strong determination in promoting equal rights for women and men through improving the legal system. Vietnam always considers gender equality as the foundation of social progress and sustainable development. The viewpoint of "leaving no one behind" is integrated throughout the strategies, policies, laws and national development programs.
Speaking at the Report announcement conference, Deputy Minister of Home Affairs Nguyen Thi Ha stated: Vietnam has learned the lesson that economic development must be associated with social progress and equity, placing women and children at the center of development policies, while strengthening the state management system and integrating gender in all areas and at all levels.
"The national report on 30 years of implementing the Beijing Platform is not only a summary of achievements but also a strong commitment of Vietnam in a new journey for gender equality and women's empowerment," Deputy Minister Nguyen Thi Ha emphasized.

Ms. Caroline Nyamayemombe, Chief Representative of UN Women in Viet Nam, said that 30 years after the adoption of the Beijing Declaration and Platform for Action, no country in the world has achieved full gender equality. And as the global community enters the final stages towards 2030, Viet Nam is among those countries demonstrating strong national initiative and a forward-looking vision for gender equality.
The UN Women Representative in Vietnam affirmed: "UN Women is committed to continuing to work with the Ministry of Home Affairs, ministries, sectors, mass organizations and development partners to turn Vietnam's strong political commitments into concrete results for women and girls - in every province, every community and every family."
Based on an increasingly improved policy foundation, Vietnam has achieved many encouraging results in practice. The national report stated that "over the past 20 years, Vietnam has been assessed as one of the countries that has eliminated the gender gap the fastest and is one of the countries that has completed the third Millennium Development Goal (MDG 3) on gender equality early as well as is making efforts to implement Goals 5 and 10 on eliminating inequality, promoting gender equality, and empowering women and girls".
In 2024, Vietnam will rank 72nd out of 146 countries in the Global Gender Equality Index, up 11 places compared to 2022. The proportion of female National Assembly deputies will reach 30.26%, among the highest in the Asia-Pacific region; women account for 46.8% of the national workforce, of which the proportion of female workers participating in the workforce will reach 62.4%; women-owned enterprises will account for 28.2%, and the gender gap in basic education will be narrowed. The health care system for ethnic minority and migrant women will be strengthened, and the quality of support services for victims of gender-based violence will be expanded and significantly improved.
On April 9, 2024, the United Nations Economic and Social Council (ECOSOC) elected Vietnam to the Executive Board of the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women) for the 2025-2027 term.

Despite its achievements, Vietnam still faces many challenges: gender bias persists; gender disaggregated statistics are incomplete; population aging is rapid; the impacts of climate change, natural disasters, and epidemics have a more severe impact on women and children. These issues require the entire political system of Vietnam to continue to maintain high political determination, along with strategic, creative solutions and extensive international cooperation.
Also at the Conference to announce the Report, delegates exchanged and discussed in depth the current situation of life, labor, employment and welfare of women in the new context; shared practical initiatives and recommendations to promote gender equality and empower women and girls in a substantive manner. The results of the discussions at the Conference are an important basis for perfecting policies, enhancing cooperation and mobilizing resources to successfully implement the National Strategy on Gender Equality for the 2021-2030 period and the 2030 Agenda for Sustainable Development - leaving no one behind.
