To proactively prevent, combat, ensure the safety of irrigation works and prevent floods, waterlogging, and minimize damage caused by heavy rain, the Department of Irrigation Works Management and Construction requests agencies and units to strictly implement Official Dispatch No. 204/CD-TTg dated October 30, 2025 of the Prime Minister on continuing to synchronously and effectively deploy response measures, promptly and quickly overcome the consequences of floods, stabilize people's lives, and restore production and business in the Central region; Document No. 23/BCĐ-BNNMT dated October 30 of the National Civil Defense Steering Committee sent to the People's Committees of provinces and cities from Nghe An to Hue on proactively responding to heavy rain, floods, inundation, flash floods, and landslides.
Units should closely monitor hydrometeorological forecast bulletins and rain and flood developments of specialized hydrometeorological agencies and reservoir regulation advisory bulletins of scientific units under the Ministry to proactively operate irrigation works and adapt to rain and flood situations.
Units urgently inspect and review irrigation works affected by the recent floods; proactively and promptly deploy response plans to ensure the safety of the works, to prevent incidents; pay special attention to the safety of irrigation reservoirs with earth dams that have maintained high water levels during the recent rains and floods, the dam body has been saturated with water, weakening the dam structure, reservoirs under construction, and prepare response plans for heavy rains (note for deep works, underground works, diversion works; ensure safety for people, machinery, construction equipment, etc.). For important irrigation reservoirs that do not ensure safety, it is necessary to consider limiting or not storing water.
At the same time, continue to proactively organize the operation of irrigation reservoirs according to approved operating procedures; for reservoirs with regulating gates, flexibly adjust the reservoir water level to proactively receive floods, ensure absolute safety of the works and not discharge floods abnormally, causing insecurity for downstream areas; strictly implement early warnings to people in downstream areas before reservoirs discharge floods and when there is a risk of incidents.
Units urgently operate irrigation works to drain flooded areas; continue to identify crop areas at risk of flooding to organize the operation of irrigation works to drain water, minimizing damage caused by flooding and waterlogging. Organize 24/7 on-duty during periods of rain and floods; arrange permanent personnel at works at risk of incidents; promptly handle unusual situations according to the "four on-site" motto when there is a construction incident. After the end of the rainy season, it is necessary to re-evaluate the implementation of the construction operation process and the sluice gate operation process; report to the competent authority for approval of adjustments (if any).
According to the National Center for Hydro-Meteorological Forecasting, from the evening of October 31 to November 2, the area from Ha Tinh to Da Nang will have heavy to very heavy rain with common rainfall of 200 - 400mm, locally over 700mm; the area of Southern Nghe An and Quang Ngai will have heavy rain with common rainfall of 100-200mm, locally over 300mm. Warning of the risk of heavy rain (over 150mm/3 hours).
Warning: on the night of November 2 and on November 3, the area from Southern Nghe An to Quang Ngai will have heavy to very heavy rain with common rainfall of 100 - 200mm, locally over 350mm. Heavy rain in the Central region is likely to last until around the night of November 4.
