
The contest "Learning about the law on road traffic order and safety in 2025" was organized by the Provincial Legal Dissemination Coordination Council from September 25 to October 25, 2025, online on the "Legal Learning Contest" section of the Provincial Legal Dissemination Information Portal. After 30 days of organization, the system recorded 92,568 entries, the highest among online legal contests organized in recent times. Of which, students accounted for 68%; civil servants and public employees accounted for 24.3%; the rest were workers, military soldiers and other social groups.
Many agencies, units and localities have a high number of participants, such as: Department of Education and Training (more than 9,600 participants); Ha Long University (nearly 3,800 participants); Provincial Police (more than 2,000 participants)... Notably, the contest attracted a large number of ethnic minorities, showing the widespread spread of the contest to all classes of people.
In recent years, the province has promoted the online law competition model with many different topics: Land Law 2024; Law on Protection of State Secrets; crime prevention for students; laws on civil and political rights... Each competition attracts tens of thousands of participants: Competition "Learning about the Land Law 2024" (over 28,500 participants, of which 71.6% are civil servants, public employees, and workers); Competition "Learning about the law on protection of state secrets in 2023" (33,862 participants, of which cadres, party members, civil servants, public employees account for 94%); Competition "Learning about the law on crime prevention and law violations for students of secondary and high schools" (nearly 79,000 participants), showing the effectiveness of legal education in schools.

The common highlights of the competitions are flexibility, convenience and wide accessibility. Online exams help people in all areas, including remote areas, to easily participate by phone or computer connected to the Internet. The multiple choice questions are designed to be concise, easy to understand, and related to reality, while updating new regulations in the law, helping candidates to both study and consolidate the legal knowledge necessary for work and life.
Not only stopping at "learning the law for exams", online competitions have contributed to changing legal awareness and behavior in the community. According to the assessment of the Provincial Legal Education Coordination Council, after each competition, many agencies, schools, businesses and people have proactively learned more about regulations directly related to their fields. Through the Land Law competition, tens of thousands of commune-level civil servants have a better grasp of new regulations, thereby limiting errors in handling land procedures, granting land use right certificates, and handling disputes. The competition on protecting state secrets helps civil servants in party, government and military agencies raise awareness and prevent violations in the digital transformation period, when sharing information online is increasingly popular. The effectiveness of the crime prevention competition for students is clearly demonstrated in the fact that many schools have included legal content in extracurricular activities, contributing to building a safe and friendly school environment...
Despite many positive results, the competitions also showed some limitations that need to be overcome. The participation rate of people and workers outside the administrative - career sector is still low; many people, especially in rural and mountainous areas, are not familiar with online exams or lack equipment and technological skills. To improve efficiency, agencies and units need to promote communication on many digital platforms, such as Zalo, Facebook, YouTube. Combining online exams with group exams, associated with emulation movements and group activities, also helps create a vibrant atmosphere, attracting a large number of people to participate...
