Attending the event were comrades: Truong My Hoa, former Secretary of the Party Central Committee, former Vice President; Huynh Dam, former member of the Party Central Committee, former Chairman of the Vietnam Fatherland Front Committee; Pham Chanh Truc, former Standing Deputy Secretary of the City Party Committee, former Chairman of the Ho Chi Minh City People's Council; Vo Thi Dung, former Deputy Secretary of the Ho Chi Minh City Party Committee, and 300 delegates who are former political prisoners and prisoners of war in Ho Chi Minh City.

The Association of Revolutionary Soldiers Captured and Imprisoned by the Enemy in Ho Chi Minh City currently has a total of more than 4,860 members, most of whom are 80 years old.

At the congress, the delegates unanimously agreed on the Executive Committee of the Association of Revolutionary Soldiers Imprisoned by the Enemy in Ho Chi Minh City with 47 members.
