
Attendees included: Truong My Hoa, former Secretary of the Central Committee of the Communist Party of Vietnam and former Vice President of Vietnam; Huynh Dam, former member of the Central Committee of the Communist Party of Vietnam and former Chairman of the Vietnam Fatherland Front Committee; Pham Chanh Truc, former Standing Deputy Secretary of the Ho Chi Minh City Party Committee and former Chairman of the Ho Chi Minh City People's Council; Vo Thi Dung, former Deputy Secretary of the Ho Chi Minh City Party Committee; and 300 delegates who are former political prisoners and prisoners of war from Ho Chi Minh City.
The Association of Revolutionary Soldiers Imprisoned by the Enemy in Ho Chi Minh City currently has over 4,860 members, mostly in their 80s.


Despite their advanced age and declining health, over 30% of the Association's members continue to contribute their efforts and intellect to community work at the neighborhood, ward, commune, city, and central levels. Members regularly participate in traditional education activities, exchange programs, and passing on revolutionary spirit to the younger generation; organize activities to care for and visit comrades facing difficulties or illness; and complete policy dossiers for former prisoners…

For the 2025-2030 term, the Ho Chi Minh City Association of Revolutionary Soldiers Imprisoned by the Enemy has set the following mission: To steadfastly follow the Party – To march forward with the entire nation into a new era. Along with this, the goal is to build the Ho Chi Minh City Association of Revolutionary Soldiers Imprisoned by the Enemy into a strong organization, with firm awareness, creative methods of operation, providing the best possible care for its members, and fulfilling all tasks assigned by the Party and the city government.

The association also affirmed that no former political prisoner or prisoner of war should be left without care and attention; each former political prisoner and prisoner of war should make the most active contribution to the "For the Frontline of the Fatherland" Fund; and they should visit and care for comrades in need…

At the congress, delegates unanimously approved the Executive Committee of the Association of Revolutionary Soldiers Imprisoned by the Enemy in Ho Chi Minh City, with 47 members. Ms. Hoang Thi Khanh was elected as the Chairperson of the Association of Revolutionary Soldiers Imprisoned by the Enemy in Ho Chi Minh City for the term 2025-2030.
