Developing human resources, especially high-quality human resources, is identified by the province as one of the three strategic breakthroughs, an important factor, a solid foundation creating momentum for sustainable development. In recent years, the province has issued many specific mechanisms and policies to attract workers and develop human resources in the area.

Notable ones include: Resolution No. 15-NQ/TU (June 9, 2014) of the Provincial Party Committee "On promoting administrative reform and developing high-quality human resources in the province by 2020, with a vision to 2030"; Resolution No. 35/2021/NQ-HDND of the Provincial People's Council "On regulating policies to attract and train high-quality human resources at Ha Long University, Quang Ninh Vietnam - Korea College and Quang Ninh Medical College for the period 2021-2025"; Resolution No. 57/2025/NQ-HDND of the Provincial People's Council "Regulating policies to attract and support human resources in science, technology, innovation and digital transformation in agencies of the political system of Quang Ninh province for the period 2025-2030"...
Thanks to specific policies, mechanisms and adequate investment resources, the province's human resources are now basically reasonable in quantity, gradually improving in quality, meeting practical requirements.
The urban unemployment rate has continuously decreased from 2.23% (2021) to 2.16% (2024), making it one of the few localities with a low unemployment rate compared to the national average. The labor structure by industry continues to shift rapidly towards industrialization and modernization.
Up to now, the rate of trained laborers in the province has reached 87.5%, of which 43% have degrees and certificates; 229 students/10,000 people, higher than the national average.

In addition to the remarkable results, the Resolution of the 16th Provincial Party Congress pointed out: The current human resource development work in Quang Ninh still poses many challenges. The team of key cadres, especially strategic cadres, has many fluctuations, the restructuring time is long; there are difficulties in receiving and creating a source of young cadres.
A number of cadres, party members and leaders are satisfied with the present and have not yet played their role as role models. At some points, the organization and implementation of some Party committees and staff members is still lacking in depth, specificity, initiative, creativity and determination; there is a fear of responsibility in carrying out tasks, including among leaders and managers.
Faced with that reality, the Resolution of the 16th Provincial Party Congress has agreed on key tasks, focusing on restructuring, improving the quality and arranging the staff to meet the requirements of the task; implementing solutions for training, fostering, attracting, promoting and retaining talents. In particular, promoting the development of high-quality human resources associated with increasing the size and quality of the population.
Developing high-quality human resources with innovative thinking, promoting the attraction and use of talents to meet the requirements of green economic development, digital economy associated with rapid increase in scale, improving population quality and labor structure transformation. Improving the quality of cadres, especially strategic and grassroots cadres, with strong political will, sufficient qualities, capacity, new thinking, and prestige equal to the tasks in the new development era of the country.
In the period of 2025-2030, the whole province strives to have the rate of trained workers reach over 90%, of which 48% have been trained with degrees and certificates; unemployment rate below 2%; have 19 doctors, 8 university pharmacists, 33 nurses/10,000 people; the province's Human Development Index (HDI) is in the top 5 provinces and cities in the country.
