Hoanh Mo - A bright spot in the border region.

From a commune once facing many difficulties, Hoành Mô is now rising strongly, becoming a shining example in the border region, achieving comprehensive socio-economic development while serving as a solid bulwark protecting the sacred sovereignty of the Fatherland.

Implementing a two-tiered local government model, after merging with the former Dong Van commune, Hoanh Mo currently has 22 villages with over 94% ethnic minority population. The commune has a 30.7km long border (from border marker 1305 to 1327) bordering Dong Trung town, Fangcheng Port area, Guangxi Zhuang Autonomous Region (China). In accordance with Resolution 06-NQ/TU of the Provincial Party Committee on sustainable socio -economic development linked to ensuring national defense and security in border and island areas, giai đoạn 2021-2025, in recent years, thanks to the attention of the Party, State and government at all levels, Hoanh Mo commune has undergone many significant changes. Infrastructure has been invested in comprehensively, people's lives have continuously improved, and the appearance of the border rural area is becoming increasingly prosperous and well-developed.

The Trinh Tuong residential cluster (Bac Cuong village), located near the border and 10km from the commune center, was previously a particularly disadvantaged area with 15 households and 70 inhabitants. Since 2023, the Provincial Veterans Association has invested in building a water supply system, renovating the old school into a community center, concreting internal village roads, and repairing and rebuilding many dilapidated houses. These practical projects have helped people stabilize their lives, feel secure in their commitment to the border region, and become "living landmarks" on the front lines of the Fatherland.

Local security forces, the Hoành Mô Commune Police, and the Hoành Mô Border Gate Border Guard Post participated in patrolling and protecting border markers in Hoành Mô commune.

Promoting the spirit of ethnic unity, Hoanh Mo has effectively implemented the motto "economic development linked with strengthening national defense and security." Agricultural and forestry economic models, border trade, and community tourism have been promoted, yielding practical results. From the beginning of 2025 to the present, tourism has emerged as a key highlight, with the commune welcoming 77,500 visitors, including 1,250 international visitors through the Hoanh Mo border gate, generating nearly 50 billion VND in revenue. Notably, the commune coordinated the reception of the first Vietnamese tourist group departing through the Hoanh Mo border gate, an event marking a significant step forward in the development of border tourism. Along with this, the locality is actively exploiting its strengths in tourism types such as: ecotourism, community tourism, adventure and experiential tourism, and border tourism...

With funding from the province and national target programs for the 2021-2025 period, Hoành Mô commune continues to comprehensively implement socio-economic development projects in ethnic minority, mountainous, and border areas, while ensuring national defense and security. Key projects are being accelerated, such as: the renovation and upgrading of the Lòong Vài - Cao Ly road; the Phặc Chè - Co Sen - Ngàn Cậm - Loòng Vài road; and the infrastructure of the Hoành Mô - Đồng Văn Border Economic Zone (phase 2).

According to Hoang Kien Trung, Vice Chairman of the People's Committee of Hoanh Mo commune, the commune has so far achieved 18 out of 19 criteria for advanced new rural development, 2 out of 6 criteria for model new rural development, and 16 out of 22 villages have met the new rural development standards. The commune no longer has any poor households, with only 136 near-poor households remaining, a significant reduction compared to 2024. The local government, in coordination with the Social Policy Bank and relevant units, provides preferential loans, supplies plant and animal breeds, and organizes technical training to help people develop production and strive for sustainable poverty alleviation.

Alongside economic development, the commune prioritizes environmental protection, maintaining a forest cover rate of over 71%, ensuring 98.29% of solid waste is collected, 100% of medical waste is treated, and all residents have access to clean water.

In the field of national defense and security, Hoanh Mo commune has always proactively grasped the situation, strictly maintained the combat readiness duty regime, ensured political security stability and social order, and prevented any sudden or unexpected incidents. The militia and reserve forces have been strengthened; these forces regularly coordinate with the Hoanh Mo Border Gate Border Guard Station to patrol and protect the border and border markers, and strictly control immigration and emigration activities, preventing violations. Management of the Hoanh Mo - Dong Van border economic zone has been enhanced, contributing to the protection of national sovereignty and maintaining border security.

People-to-people diplomacy has also been strengthened, contributing to consolidating friendly and cooperative relations between the people on both sides of the border. At the same time, it maintains information exchange, coordinates the effective handling of border-related issues, and promotes cross-border economic and trade cooperation and friendly exchanges.

With outstanding achievements, Hoanh Mo commune continues to affirm its position as a shining example in the border region, developing stably and comprehensively, closely linking socio-economic development with strengthening national defense and security. The changes today are vivid evidence of the aspirations of the ethnic people and the indomitable spirit of the people in this "borderland" of the Fatherland.
