Nghe An Health Sector trains on new Law on Medical Examination and Treatment: Putting patients at the center

The Director of Nghe An Department of Health affirmed that properly enforcing the law and professional ethics is the honor and sacred mission of a medical practitioner.

On the morning of October 9, Nghe An Department of Health organized a training conference on the Law on Medical Examination and Treatment and related state management documents in the field of medical examination and treatment in 2025. The conference was held in person and online at 130 commune and ward connection points across the province.

In her opening remarks at the conference, Director of the Nghe An Department of Health, Le Thi Hoai Chung, stated that mastering and correctly implementing the Law on Medical Examination and Treatment and related documents is not only a legal requirement but also a moral responsibility and professional duty of every healthcare worker. Each facility and each individual practicing healthcare needs to clearly identify three inseparable pillars: compliance with the law, upholding medical ethics, and enhancing professionalism.

  Dr. Le Thi Hoai Chung, Director of Nghe An Department of Health, emphasized that mastering and properly implementing the Law on Medical Examination and Treatment and related documents is not only a legal requirement, but also an ethical responsibility and professional duty of every medical staff.

"The 2023 Law on Medical Examination and Treatment, together with its guiding Decrees and Circulars, clearly demonstrates the spirit of taking patients as the center, considering patient quality and safety as the highest goal, while standardizing practice conditions, ensuring transparency and fairness in healthcare management.

"A doctor not only holds a stethoscope and a prescription, but also holds people's lives and trust in his hands. Therefore, the responsibility to comply with the law and maintain professional ethics is not only a regulation, but also the honor of the medical profession," Ms. Le Thi Hoai Chung shared.

According to the Director of the Department of Health, this training conference aims to transfer legal knowledge into practical actions, helping medical establishments understand correctly and do correctly, limit violations, reduce inspections, and move towards more effective state management.

The Head of the Department of Health requested that the Culture and Social Affairs Departments of communes and wards closely coordinate with relevant sectors such as the Police, Science and Technology, Culture - Sports & Tourism, and Natural Resources & Environment… to strengthen inspections, checks, and strictly handle violations of professional practices, false advertising, environmental safety violations, fire safety violations, and radiation safety violations.

The training conference took place over 2 days (October 9-10), with the participation of hundreds of trainees who are managers and practitioners from public and private medical facilities in the province.

The conference was also held in the context that the entire Nghe An health sector is implementing Resolution 72 of the Politburo on protecting, caring for and improving people's health, and Decision 2806 of the Provincial People's Committee on the Regulations on coordination in managing non-public medical and pharmaceutical practice.

The Director of Nghe An Department of Health emphasized that the health sector must innovate its management thinking, build a standard, transparent and safe practice environment, and aim to best serve patients.

The training conference took place over two days (October 9-10), with the participation of hundreds of trainees, including managers and practitioners from public and private medical facilities in the province. Key topics included: new regulations on licensing and operating permits; guidance on electronic prescriptions; regulations on coordinating the management of non-public medical practices; regulations on environmental safety, fire prevention and control, advertising in healthcare, etc.

Through the training course, each trainee will become a nucleus to spread legal awareness, join hands to build Nghe An's health sector to be disciplined, professional, humane, modern, worthy of the people's trust and the expectations of the Party and State.
