This content is mentioned in the Resolution on the State budget for 2026, which was just passed by the National Assembly on the afternoon of November 13, with 419/420 National Assembly deputies voting in favor.
The National Assembly set the state budget revenue target for 2026 at nearly VND2,530 trillion. Of which, central budget revenue is over VND1,220 trillion and local budget revenue is over VND1,300 trillion.
With the resolution just passed, the National Assembly agreed to use 23,839 billion VND of the local budget's salary reform fund until the end of 2025, with the remaining balance transferred to the local budget for 2026, to implement the basic salary of 2.34 million VND/month.

Total state budget expenditure in 2026, according to the National Assembly's resolution, is more than 3.15 million billion VND, including: central budget expenditure of more than 1.8 million billion VND; local budget expenditure of more than 1.35 million billion VND (not including expenditure from additional sources to ensure basic salary of 2.34 million VND/month).
The National Assembly also finalized the state budget deficit at VND605,800 billion (equivalent to 4.2% of gross domestic product - GDP).
Regarding the implementation of wage policy, the National Assembly requested ministries, central and local agencies to implement solutions to create sources for wage policy reform, and continue to exclude some revenue items when calculating the increase in local budget revenue compared to the estimate for wage policy reform.
Along with that, the National Assembly allows expanding the scope of using the central budget's salary reform accumulation source to adjust pensions, social insurance benefits, monthly allowances, preferential allowances for meritorious people and streamlining the payroll.
The National Assembly also agreed to use local budget salary reform resources to implement social security policies issued by the Central Government and streamline staffing.
Notably, from 2026, the National Assembly assigned the Government to proactively use accumulated resources for salary reform to ensure the implementation of salary, allowance and income regimes according to regulations.
The Government is also assigned to review the budget for saving regular operating expenses (salary and operating expenses as prescribed by law) due to streamlining the payroll and reorganizing the apparatus to implement the 2-level local government model. Localities are allowed to use this saved budget to supplement the salary reform source of the local budget.
Another task set out in the resolution, according to the National Assembly, is to strive for the State budget revenue in 2026 to increase by at least 10% compared to the estimated implementation in 2025.
The National Assembly requests to limit the issuance or submission to competent authorities for issuance of policies that reduce State budget revenue, except for international integration commitments, investment attraction policies and truly urgent cases.
In disbursement of public investment, the National Assembly resolutely transfers capital from slow-progressing projects to projects that are capable of implementation and disbursement but lack capital, and minimizes the transfer of resources.
The Government is assigned to direct the practice of thrift and combat waste; strengthen inspection, examination, evaluation, and supervision of the effectiveness of the allocation, assignment, and implementation of the State budget, according to the National Assembly's resolution.

The National Assembly assigned the Government to handle the responsibilities of organizations and individuals in complying with legal regulations on management and use of the State budget, ensuring efficiency and avoiding loss and waste.
In the 2026 State budget estimate, the National Assembly noted to immediately save 5% of the estimate when allocating budget investment expenditures from the beginning of the year to supplement investment sources for the Lao Cai - Hanoi - Hai Phong railway project and save an additional 10% of regular expenditures (in addition to savings to create sources for salary reform) to supplement social security expenditures.
In addition, the National Assembly requested strict management of State budget deficit, local budget deficit and local budget debt levels, and the Government's debt repayment obligations; and strengthening inspection and supervision of borrowing, use of loan capital and debt repayment of projects.
