Attending the opening ceremony were Ms. Ninh Thi Thu Huong, Director of the Department of Grassroots Culture, Family and Libraries (Ministry of Culture, Sports and Tourism) (Head of the Festival Organizing Committee); Mr. Nguyen Quoc Huy, Deputy Director of the Department of Grassroots Culture, Family and Libraries; Mr. Nguyen Khanh Hiep, Director of the Department of Culture and Sports of An Giang province; representatives from agencies and departments of An Giang province; Departments of Culture, Sports and Tourism/Departments of Culture and Sports of other provinces and cities; and artists, actors, and musicians from 12 provinces and cities, including: An Giang, Hanoi, Quang Ngai, Son La, Tay Ninh, Phu Tho, Da Nang, Dong Nai, Dong Thap, Can Tho, Quang Ninh, and Vinh Long.

Deputy Director of the Department of Grassroots Culture, Family and Libraries, Nguyen Quoc Huy, delivered the opening speech at the festival.
In his opening remarks at the festival, Deputy Director of the Department of Grassroots Culture, Family and Libraries Nguyen Quoc Huy stated that this is an opportunity to disseminate and encourage the people to implement the Party's guidelines and policies, and the State's laws and regulations. In addition, it aims to celebrate the tradition of national unity, the tradition of revolutionary struggle, and cultural traditions; to commend good people and good deeds, and the spirit of solidarity and mutual assistance within the community…

The festival also aims to introduce and promote the cultural identity, customs, folk songs, folk dances, and traditional costumes of ethnic groups nationwide; and to promote the image of dynamic and united residential communities working together to develop socio -economic aspects, maintain security and defense, and build a prosperous, beautiful, and civilized homeland.

The Organizing Committee presented commemorative gifts to the teams participating in the festival.
This is also an opportunity for exemplary residential areas to meet, interact, learn from each other's experiences, and exchange best practices and effective solutions in preserving and promoting traditional cultural values and building cultural and artistic movements at the grassroots level.
